About the ENGAGE activity

Pact seeks candidates to fill the position of HR Coordinator for the USAID/Enhance Non-Governmental Actors and Grassroots Engagement (ENGAGE) activity in Ukraine. ENGAGE aims to increase citizen awareness of and engagement in civic actions at the national, regional, and local level. By strengthening civil society’s responsiveness to diverse constituencies, the USAID/ENGAGE activity aims to empower citizens to advocate for reform, demand effective implementation, and hold government accountable in the path toward a peaceful and prosperous European Ukraine.

Position Summary

HR Coordinator will provide coherent, trusted and effective support to HR processes, ensures their compliance with Pact policies and donor’s guidelines. S/he will work under supervision of DCOP in close collaboration with operations and program staff and Pact Head Office to exchange information and ensure high level quality results.   

Duties and Responsibilities

  • Support the recruitment process by drafting jobs description, announcing vacancies in job-search websites and groups, registering and prescreening applications, scheduling interviews, preparing necessary documents for recruitment such as biographical data form, candidates’ verification, performing reference checks, etc.;
  • Providing input into selection process by sourcing, evaluation, identification slates of candidates for open vacancies; participate in the 1-round interviews and drafting interview feedback forms;
  • Assisting with the employment process including drafting job offers, collecting and compiling of required documents into employment kit, issuing employment contracts;
  • Perform new hires orientation and adaptation;
  • Assisting with the annual staff performance review, employment contracts’ extension;
  • Support termination processes;
  • Maintain employees’ records (both hard and electronic copies) and ensure that all necessary HR-related forms and documentation comply with Pact specifications, are complete and accurate;
  • Ensure staff list tracker, contact-lists, organizational charts are timely updated;
  • Proactively contribute to teambuilding activities planning and organization;
  • Advise employees on available staff development programs, contribute to their implementation, coordinate workshops and training sessions;
  • Interpret and administer corporate policies and procedures to maintain consistent and fair treatment of all employees, ensure internal control requirements; promote the ethical behaviors;
  • Administering health insurance plans, including enrollment and terminations. Ensure quality of insurance services as required by employees;
  • Administering IT support services provision;
  • Contributing to the development and strengthening of corporate culture;
  • Perform other duties as assigned by supervisor.

Requirements

An ideal candidate will possess the following characteristics:

  • Master’s degree or equivalent in a relevant field;
  • At least 3 years of relevant experience;
  • Solid understanding of HR processes; how to source, screen and recruit proper candidates;
  • Good written and verbal communication skills in English, Ukrainian, and Russian;
  • Excellent organizational skills and ability to manage a complex workload and deadlines;
  • High degree of confidentiality;
  • Proactive, fast-thinker, and able to work with minimal supervision;
  • Ability to organize routine data and maintain the established procedures;
  • Advanced level keyboard skills and computer literacy (MS Office, etc.);
  • Attention to details and accuracy;
  • Excellent interpersonal and teamwork skills.

Preference for

  • Experience working with international technical assistance programs supported by USAID or European donors;
  • Proven knowledge of Ukrainian labor legislation; 
  • Ability to identify issues and opportunities, provide solutions and reach consensus with multiple stakeholders;
  • Cross-cultural sensitivity, knowledge of and ability to work with people of diverse backgrounds;
  • A strong commitment to ENGAGE’s purpose and objectives.
