SUMMARY:
Eurasia Foundation (EF) is a US-based non-profit, nonpartisan organization committed to helping citizens in countries in transition realize their full potential and transform their societies. EF supports governments and citizens to enhance responsive, accountable, and transparent governance, and helps citizens build a stronger, more resilient civil society.
EF is leading implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine’s digital transformation to promote the nation’s economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.
EF is recruiting a Diia Ecosystem Program Coordinator.
The Diia Ecosystem Coordinator will play a supportive role in the team led by the Diia Ecosystem Lead, assisting in the expansion and modernization of the Diia ecosystem using advanced software and AI technologies. Responsibilities include ensuring robust and accessible architecture for both the Diia app and web portal, coordinating the implementation of essential e-services, and educating government officials on the app’s efficient use. The role demands a blend of strategic insight, technical acumen, and in-depth knowledge of digital service delivery in the context of Ukraine’s governance.
DUTIES:
- Contribute to strategic planning for the Diia ecosystem component, participate in the elaboration of work plans, concept notes, program narratives, projects proposals.
- Maintain cooperation with activity implementing partners, ensuring compliance with DTA workplans.
- Conduct research and analysis to support decision-making and policy formulation related to the digitalization of public services on Diia platform.
- Coordinate the Diia ecosystem component activities’ lifecycle, i.e. project timeline planning, and budget planning including regular budget projections as requested by the finance team.
- Develop technical specifications, requirements (ToRs), and other related documents for Diia ecosystem component activities.
- Prepare and process Diia ecosystem component administrative documents: collect and review invoices, acts of acceptance, prepare requests for payment, payment purchase request forms, draft ToR for project teams, selection memos, PPRs etc.
- Manage the memoranda and contract signing procedures with recipients, beneficiaries and other counterparts.
- Coordinate closely with project teams working on the digitalization of public services, participate in regular calls to collect information for the weekly program report, track key performance indicators, and timely inform of any delays and risks, if any.
- Develop and regularly update Diia ecosystem project profiles on the Confluence web-management tool (descriptions of the projects, their purpose, estimated outcomes, activities involved, and total operating cost).
- Coordinate closely with central ministries to monitor the implementation of the Diia ecosystem projects.
- Monitor and report on the implementation of digital services developed under the DTA program and after their launch (gather statistics, maintain statistics database, and ensure consistent reporting).
- Contribute to weekly, quarterly, and annual reports for the Diia ecosystem component, ensure donor’s requirements, collect all the MEL indicators, audit gender breakdown, and other.
- Perform other duties as assigned.
CORE QUALIFICATIONS:
- Bachelor’s degree in Business Administration, Economics, Public Policy, or a related field, with preference for advanced degrees or certifications in these areas.
- At least 2 years of experience in supporting international technical assistance programs, with experience in USG-funded programs considered a plus.
- Solid understanding of Ukraine’s political environment, eService reforms, relevant civil society organizations, and government service delivery.
- Strong ability to work collaboratively within a team and effectively engage with a wide range of stakeholders, including government and business entities.
- Excellent writing, research, and communication skills.
- High level of organizational skills and attention to detail.
- Experience in supporting the organization of events, trainings, and workshops.
- Fluent in Ukrainian and English, both written and spoken.
DESIRED QUALIFICATIONS:
- Knowledge of best practices in digital governance and anti-corruption strategies.
- Experience in supporting the development and delivery of training programs related to digital services and applications.
- Strong interpersonal skills with the capability to interact and collaborate effectively with diverse stakeholders, including government officials and technical teams.
- Ability to assist in the development and implementation of strategic plans for digital services that align with organizational goals.
