The cluster approach ensures clear leadership, predictability and accountability in international responses to humanitarian emergencies by clarifying the division of labour among organizations and better defining their roles and responsibilities within the different clusters of the response. It aims to make the international humanitarian community better organized and more accountable and professional, so that it can be a better partner for the affected people, host governments, local authorities, local civil society and resourcing partners.

The Ukraine Education Cluster is co-led by UNICEF and Save the Children. The Cluster was activated in December of 2014. Before the escalation of conflict in February 2022, the cluster supported coordination of the Education-in-Emergencies (EiE) response led by the Ministry of Education and Science of Ukraine (MoES) and local education authorities in Government Controlled Areas (GCA). With the escalation of the conflict and deteriorating humanitarian situation, humanitarian coordination is taking place both at national and sub-national levels. The sub-national levels include the East based in Dnipro, the West based in Lviv, the South based in Odessa, and North based in Kyiv. This advertisement is seeking to fill the available two vacancies in the East and South sub-nationals respectively.

How can you make a difference?

Summary of key functions/accountabilities : 

1.     Supporting service delivery

1.1.   Conduct regular (bi-weekly or monthly) sub-national coordination and engage partners for coordinated response.

1.2.   Maintain a regular communication with partners, stakeholders and education authorities with/for updates related to provision of education for affected children. 

1.3.   Document the sub-national cluster meetings and share with partners within an agreed timeframe and keep the partners and stakeholders updated with the cluster needs and gaps.

1.4.   Bring the education coordination issues and advocacy points to the national coordinators for their immediate solutions to facilitate learning for affected children.

1.5.   Expand the coordination of education response to hard-to-reach children including at newly accessible areas and non-government control territories.  

1.6.   Act as the focal point for inquiries on the Education Cluster coordination for the assigned sub-national.

1.7.   Provide a platform to ensure that service delivery is driven by the agreed strategic priorities of the sub-national.

1.8.   Develop mechanisms to eliminate duplication of service delivery.

1.9.   Provide technical sectoral advice to partners.

1.10.  Build the capacity of partners on including humanitarian coordination, education in emergencies and humanitarian programme cycle.

 

2.     Improving Education Cluster engagements at sub-national Inter-Cluster level 

2.1.   Represent the education cluster at sub-national coordination engagements including at Inter-Cluster Working Group (ICWG) meetings and General Coordination Meetings (GCM).

2.2.   Provide weekly/monthly Cluster inputs to including UNICEF and OCHA led humanitarian coordination and dissemination products with the support of the information management officer.

2.3.   Coordinate with other clusters and working groups at sub-national level to improve Inter-Cluster response to education. 

2.4.   Participate in the Oblast level Area Based Coordination (ABC) meetings and update the national coordinator about the education situation of the assigned region.

2.5.   Represent the interests of the Education Cluster in discussions at sub-national level on prioritization, resource mobilization, field consultation and advocacy.

 3.   Developing/updating Education Response Plan for Oblasts and Raons

3.1.   Develop/update agreed education response strategies and action plans to assigned oblasts in consultation with partners and education authorities ensuring that these are adequately reflected in the overall country strategies, such as the Humanitarian Response Plan (HRP) and Education Strategic Plan.

3.2.   Contribute to Inter-Cluster response framework/plan for sub-national level or given oblasts. 

3.3.   Drawing lessons learned from the past Education activities, revising strategies and action plans accordingly.

4.     Improving Monitoring and Reporting

4.1.   Support partners to report to the newly adopted the reporting tool, ActivityInfor.

4.2.   Monitor and report on Cluster activities and needs.

4.3.   Measure progress against the cluster strategy and agreed results.

4.4.   Recommend corrective action where necessary.

5.    Informing strategic decision-making for the humanitarian response

5.1.   Prepare Needs assessment and gap analysis (across other sectors and within the sector).

5.2.   Analyze (emerging) gaps, obstacles, duplication, and cross-cutting issues.

5.3.   Establish prioritization, grounded in response analysis.

5.4.   Participate in Inter-Cluster missions to assess education needs and gaps at sub-national level.

5.5.   Advocate for field mission to assess the education needs of the affected children in including newly accessible and non-government control areas.

6     Support robust and evidence-based advocacy

6.1.   Identify advocacy concerns to contribute to Humnaitarian Coordinator (HC) and Humnaitarian Country Team (HCT) messaging  and action.

6.2 Undertake advocacy activities on behalf of cluster participants and the affected  population.

7.     Accountability to affected populations

7.1.   Collaborate and/or consult with sectoral areas to ensure Accountability of Affected Populations in each core function of cluster.

7.2.   Build capacities of partners on Accountability of Affected Populations.

7.3.   Support the integration of Accountability of Affected Populations mechanisms in Cluster response, from needs evaluation, planning to implementation and monitoring.

To qualify as an advocate for every child you will have…

Education:

  • University degree in education, psychology, sociology, international relations, human rights or other related disciplines.
  • Formal training in cluster coordination an advantage.

Experience:

  • A minimum Two years of relevant professional work experience at the national and/or international levels in humanitarian response, programme/project development, planning, implementation, monitoring, evaluation, or administration is required.
  • Fieldwork experience is required.
  • Experience in emergency planning is highly desirable.
  • Experience in a UN organization or similar is an asset.
  • Proven ability to coordinate across multiple stakeholders is required.
  • Familiarity with children’s rights and gender in the context of emergencies is desirable.
  • Good  analytical and writing skills, advocacy, and presentational skills.

Language:

  • Fluency in Ukrainian is required.
  • Working knowledge of English is required. Knowledge of another official UN language (Arabic, Chinese, French or Russian) is an asset.

Technical Knowledge & Skills:

  • Understands key technical issues for the education cluster cluster sufficiently well enough to be able to: engage with cluster participants; make full use of their experience and knowledge; guide strategy and plans; communicate and advocate on important issues.
  • Understands the rationale behind Humanitarian Reform, its main components and recent developments including the Transformative Agenda.
  • Understands, uses, and adapts the tools, mechanisms, and processes developed as part of Humanitarian Reform.

Remarks:

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.

This position is based in Odesa and the incumbent will be expected be work on-site. However, depending on the security conditions and advisory, s/he will be required to relocate within Ukraine.
