 The Program Summary

Mercy Corps’ Ukraine crisis response seeks to meet the humanitarian needs of vulnerable Ukrainians and other conflict-affected people in Ukraine. Ukraine’s vital agricultural sector has been heavily impacted by the ongoing war, including for the predominant smallholder producers, leaving producers to salvage harvests, find new markets for their products, and plan for future growing seasons amidst uncertainty and incomplete information.

Since November 2023, with support from the Howard G. Buffett Foundation (HGBF), Mercy Corps has been implementing the “Ukraine Agricultural Support Program” (UASP), which aims to recover and protect livelihoods, increase economic stability and self-sufficiency, and facilitate early recovery for household level subsistence farmers and small farming businesses in targeted areas in Ukraine. Support includes grants to farmers designed to support them in adapting their agribusinesses to the new reality they face. Therefore, Mercy Corps helps to increase economic stability and self-sufficiency, and facilitate early recovery for smallholder subsistence farmers and small and medium sized farming enterprises in 13 oblasts of Ukraine, out of which 8 eastern and southern oblasts (Sumy, Chernihiv, Kharkiv, Donetsk, Zaporizhzhia, Dnipro, Mykolaiv and Kherson) will be a priority areas.

The Position

Under the direct supervision of UASP Project Director and in collaboration with the Partnership Advisor, the Program Support Coordinator is responsible for coordination of Mercy Corps’ engagement with local partners under the UASP across departments and facilitates management and implementation support to partners. Under the guidance of the Partnership Advisor, the Program Support Coordinator supports partners to develop and implement their own capacity strengthening plans, focusing on organizational priorities, program management and technical fields. The position holder will also be actively engaged in the process of identifying new strategically important partners. The Program Support Coordinator will ensure the smooth, efficient, and effective implementation of the program activities by working closely with selected implementation partners and the technical members of the program team, including supporting in preparation of the partner project package (scope of work budget and supporting documents), verification of reports from the partners, partner payment documents, and liaison with CARM, MEL, Safeguarding, and other departments in Mercy Corps. S/he should promote Mercy Corps values through various entry points in the project and preserve staff morale and enthusiasm for the project work.

Essential Responsibilities

Safeguarding Responsibilities

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

PROGRAM MANAGEMENT

  • Engage in the process of identification and selection of strategically important partners and ensuring transparency and adherence to technical selection criteria.
  • In collaboration with the Partnership Advisor, lead on programmatic capacity assessments of UASP partners, coordinating team efforts to ensure partners meet Mercy Corps’ performance and quality criteria.
  • Identify technical training needs for UASP partner staff, coordinating resources and opportunities to address those needs.
  • Coordinate the development of scopes of work, signing sub-grant agreements, and other relevant programming documents with the local partners, guiding project implementation.
  • Serve as a focal point for UASP local partners, ensuring effective communication and collaboration across teams and departments throughout the sub-grant lifecycle.
  • Review and provide feedback on partner narrative reports, coordinating with program and support teams to track alignment of UASP partners’ activities with expenditures.
  • Oversee the addressing of issues identified in UASP partners’ reports and coordinate team efforts to realign or revise project strategies and plans as necessary.
  • Coordinate and ensure maintaining sub-grant project files, proper documentation and timely submission of narrative reports and other deliverables.
  • Ensure and oversee timely preparation and coordination of partner payment packages, adhering to donor regulations and compliance requirements.
  • Work closely with the MEL team to aggregate and analyze data provided by partners to both influence programmatic decision making and contribute to reports to the donor and/ or Mercy Corps stakeholders at HQ or in the region.
  • Adhere to all MC policies and procedures as outlined in MC policies and procedure manuals.
  • Conduct themselves both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Perform other tasks as requested by the project management

TEAM MANAGEMENT

  • Provide guidance, capacity strengthening, mentoring, and support to ensure effective performance and professional growth of team members.
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one-on-ones and performance reviews.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence, and cultivate resilience and well-being under challenging situations.

Reports Directly To: UASP Project Director

Works Directly With: UASP team, Partnerships team, Subawards Compliance team, Program Performance and Quality (PaQ), Operations Team, Security, Finance.

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills

  • Diploma or University Degree in international studies, social, economic or other relevant field is desired.
  • At least 5 years of experience working in a non-governmental organization (NGO) or CBO focused on humanitarian assistance, relief or development work is desirable.
  • Basic understanding of structures and processes of NGOs – including sub-grant mechanisms- required.
  • Demonstrated capacity to collaborate closely with a broad range of stakeholders in different geographic locations; experience with remote management or monitoring a plus.
  • Familiarity with the MS Office software (i.e., Word, Excel, and PowerPoint) is required
  • Excellent oral and written Ukrainian and English is required.
  • Knowledge of humanitarian standards and codes, including SPHERE, HAP is an asset.

Success Factors

The successful candidate demonstrates a commitment to equitable partnerships and is able to work collaboratively across teams to drive processes forward and achieve results. S/he is solution-oriented and possesses strong multi-tasking, organizational, prioritization skills. Accuracy and attention to details are necessary. A demonstrated ability to work quickly, accurately, meet deadlines, and process information in support of changing program activities is necessary. Ability to travel within Ukraine, security permitting.
