Job Title: Program Officer
Reports to: Program Manager
Location: Kyiv, Ukraine (The position is currently based remotely. Eventually, it will be based in Kyiv, subject to security reviews.)
The National Democratic Institute for International Affairs (NDI) is a non-profit organization working to strengthen democracy worldwide. NDI programs in Ukraine are supported by the U.S. Agency for International Development, the Government of Sweden, Global Affairs Canada, the National Endowment for Democracy, and the UK Foreign, Commonwealth and Development Office. NDI and its partners have been working in Ukraine since 1992.
Position Summary: The National Democratic Institute (NDI) seeks a Program Officer (PO) to support the LGBTIQ+ Inclusion Program. The PO will be responsible for design, coordination and implementation of the Program activities under general supervision of the program manager, and ultimately the Resident Country Director.

Qualifications:
Essential:
- A minimum of four (4) years experience working in democracy support and human rights programming with a thorough understanding of political processes.
- Bachelor’s Degree, preferably in Human Rights, Development, Political Science, or a related subject. Graduate degree desired.
- Substantial understanding of the human rights context in Ukraine.
- Experience with narrative and financial reporting development for non-profit organizations/projects.
- Strong interpersonal and communication skills. A demonstrated ability to build and maintain professional relationships with CSO partners.
- Ability to take a proactive approach to problem-solving and coordinate diplomatically with a wide group of people.
- Strong oral and written communication skills with the ability to present clear and concise analysis in English and Ukrainian.
- Working knowledge of Google Apps (Gmail, Calendar, Google Drive, etc.).
- Fluency in Ukrainian and English is required.
Desirable:
- Previous experience of cooperation with the LGBTIQ+ CSOs to advance inclusion and tolerance in Ukraine.
- Experience in subawards management, including demonstrated ability to provide technical guidance to CSO partners in narrative and financial reporting.
- Experience in the development, collection, and analysis of M&E data.
- Digital communications and social media management skills, including knowledge of Meta apps.
- Experience in the implementation of awareness-raising and/or advocacy campaigns.
Tasks and Responsibilities:
- Contribute to the management and implementation of NDI’s LGBTIQ+ inclusion program in Ukraine.
- Provide technical guidance to NDI LGBTIQ+ CSO partners and coordinate their narrative and financial reporting.
- Coordinate M&E data collection and analysis.
- Take an active role in program design and development of strategic and operational planning.
- Coordinate with implementing partners and stakeholders for effective program implementation and ensure strong networking.
- Support partners in the design and implementation of awareness-raising/advocacy campaigns.
- Facilitate and conduct training sessions, meetings, workshops, and events to develop the capacities of program partners and promote LGBTIQ+ Inclusion.
- Undertake other duties as assigned by the supervisor.
