EF is leading implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine’s digital transformation to promote the nation’s economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.
EF is recruiting an eProcurement Ecosystem Program Coordinator.
The eProcurement Ecosystem Program Coordinator operates in close collaboration with the eProcurement Ecosystem Lead. This individual is responsible for overseeing and guiding the strategic direction of the enhancement of the eProcurement system in Ukraine. The eProcurement Ecosystem Program Coordinator takes the lead in analyzing EU best practices and national legislation, directing organizational transformations within the Ministry of Economy’s Public Procurement Department (MoE PPD) and State-Owned Enterprise (SOE) Prozorro, State Audit Service of Ukraine (SAS) and supervising the process of building the capacity of government officials and central procurement bodies (CPBs), ensuring that training aligns with the MoE’s strategic goals. The eProcurement Ecosystem Program Coordinator will also coordinate the establishment of the new CPBs for reconstruction purposes and improvement of oversight and audit systems, provide regular updates, insights, and strategic recommendations, and ensure that the eProcurement Ecosystem Lead is informed of all key developments and challenges.
DUTIES:
- Coordinate with implementing partners, ensuring their adherence to timelines and deliverables.
- Coordinate closely with eProcurement team, project recipients and partners to ensure accurate and full documentation is prepared and submitted for procurement processes.
- Coordinate contract agreements, ensure procurements for activities under the eProcurement ecosystem component are implemented in line with agreed schedules, monitor service providers and the submission of deliverables.
- Coordinate organizational transformations within the PPD and SOE Prozorro,
- Coordinate the operation of a reform support team for SAS
- Supervise the capacity building of government officials and CPBs.
- Support the strategic development and enhancement of the oversight and audit systems in procurement sphere.
- Support the development and enhancement of national procurement legislation directing organizational transformation of CPBs, state control and oversight bodies, and authorized bodies.
- Coordinate arrangements for meetings, workshops, and trainings in Kyiv and the regions among partner organizations and state authority representatives.
- Liaise with vendors to ensure the smooth running of events.
- Provide regular reports and strategic insights to the eProcurement Ecosystem Team Lead, ensuring effective coordination and alignment with overall eProcurement ecosystem strategy.
- Contribute to the preparation of weekly, quarterly and annual reports ensuring donor’s requirements.
- Contribute to annual work plans, monitoring and evaluation.
- Other duties as assigned.
CORE QUALIFICATIONS:
- Bachelor’s degree in business management, law, public administration, or other related field.
- A minimum of two years of experience supporting international technical assistance program; previous experience with US government-funded programs will be a plus.
- Proven experience working with the government and IT sectors.
- Demonstrated knowledge of Ukraine’s political context; proficient understanding of related technology as well as global best practices for eProcurement policy and practice preferred.
- Understanding of best practices in public procurement sphere, state monitoring and audit, digital governance and anti-corruption.
- Familiarity with the operating environment and main stakeholders in Ukraine regarding anti-corruption and digital governance efforts.
- Experience in organizing events, trainings, workshops.
- Exceptional writing, research, and communications skills.
- Excellent organizational skills and attention to detail.
- Ability to multitask and work in a fast-paced environment.
- Ukrainian and English writing and spoken proficiency required.
