The Embassy of Switzerland in Kyiv is looking for a
National Programme Officer (NPO Recovery), permanent position,
to support the Swiss Cooperation Office of the Embassy of Switzerland in Kyiv
Switzerland supports Ukraine with all the instruments of international and economic cooperation (IC), of humanitarian aid (HA) and peacebuilding. Moreover, Switzerland, as the host of the Ukraine Recovery Conference in 2022, is committed to a transparent and inclusive reconstruction process. Since 24.2.2022, Switzerland substantially increased its support to Ukraine, particularly in the area of humanitarian aid, but also supporting the country to address its fast recovery, and mid to long term challenges, notably in the economic sphere, sustainable energy management and urban infrastructure development.
In view of Switzerland’s future engagement in the reconstruction of Ukraine, and in order to strengthen our team at the linkage of humanitarian and development programming and policy dialogue, the Embassy is recruiting a National Programme Officer.
The position aims at developing and managing a diverse portfolio of humanitarian financed and development/recovery financed projects and programmes, and contributes to a culture of effective coordination and consistent alignment of our humanitarian aid and development. The NPO will work in the area of livelihood assistance and economic inclusion and recovery, resilience programming, durable solutions, IDPs, as well as on the transition from early to long-term recovery. Negotiations with project partners and implementers, project monitoring and steering, procurement and financial supervision belong to the daily business. In close collaboration with the Senior NPO Governance, the NPO will support and accompany strategic policy development in priority areas of the Swiss recovery engagement. With a first-hand and context sensitive expertise, the position collects information on the needs and priorities of local, regional and national partners, humanitarian and development stakeholders and implementers, as well as international partners, to be integrated into the recovery interventions in close coordination with the Swiss cooperation team management.
You are ready to navigate between different working cultures, to build bridges between stakeholders, and to contribute to an all-inclusive and transparent recovery and reconstruction of Ukraine. Project management cycle and negotiating belongs to your reliable toolbox. Profile
- University degree (Master’s level) or comparable education in economics, political science, sustainable development, or geography.
- Proven substantial record of accomplishment in working with international development and/or aid agencies or relevant governmental and private sector organizations/think tanks in the fields of economic development, public services, or social protection and integration.
- Project management cycle backed up with a sound procurement, monitoring and reporting practice.
- Agility to address different stakeholder groups, simultaneously and at various levels.
- Synthetic and strategic thinking.
- Strong interpersonal skills and a team player. Conflict sensitivity, intercultural and inter-disciplinary mindset.
- Working experience with an international organization or programme is an asset.
- Excellent written and oral communication skills in Ukrainian and English, French or German would be an asset.
- Well-structured and organized, highly flexible and with ability to work under time pressure.
- High degree of personal integrity and trustworthiness-
- Very good computer skills (MS Office, Outlook, social media)
