USAID Transformation Communications Activity
Job Title: Grants and Subcontracts Coordinator
Estimated Period of Performance/Level of Effort: Long-Term
Location: Kyiv preferred, remote Ukraine with occasional travel to Kyiv negotiable
Chemonics International is a leading global sustainable development firm dedicated to transforming life-changing ideas into world-changing solutions. Since June 2020, Chemonics has been implementing USAID Transformation Communications Activity (TCA), a six-year project in Ukraine. The project aims to partner with the Government of Ukraine (GOU), the private sector, and civil society to increase the resilience of Ukraine’s democracy through innovative communications initiatives that engage Ukrainians in a conversation about the country’s democratic transformation and European integration. The objectives of the Activity are to equip USAID and its partners to conduct data-driven communications, increase the quality and quantity of strategic communications on reform dividends; and broaden the use of social impact content by Ukraine’s civic leaders and creative sector.
The Project seeks a Grants and Subcontracts Coordinator to join the Awards Team and support the management of all TCA grants and subcontract activities. The coordinator will be responsible for ensuring that all grant and subcontract activities are in compliance with USAID rules and regulations and Chemonics procurement policies. Key responsibilities include supporting the management and monitoring of all grants and subcontracts, maintaining systems and databases for project activities, and coordinating the awards solicitation, selection, implementation, and close-out activities.
This position will be based in Kyiv, Ukraine, but the project is currently operating remotely. This position is limited to Ukrainian citizens. We are looking for energetic individuals passionate about making a difference in people’s lives worldwide!
Responsibilities include:
- Coordinate the solicitation and selection processes for grants and subcontracts, including drafting RFA, RFP, and APS, serving on selection committees, ensuring compliance with regulations and procedures, and confirming that the mechanism and selected partners can achieve the desired project result.
- Work in coordination with other team members, including the Grants and Subcontracts Managers, COP, DCOP, and Team Leads, to ensure compliance with USAID and Chemonics policies and procedures throughout the design, development, and implementation of grants and subcontracts.
- Liaise between project staff and grant recipients, providing technical advice and assistance in financial management, procurement requirements, and implementation planning.
- Support project staff with evaluating grant concepts and grant agreement/award documents while ensuring adherence to established grants management policies.
- For an assigned activity, draft selection and negotiation memos, grant agreements, subcontracts, and POs and their modifications for review, approval, and signing.
- Ensure proposer negotiation of final grant or subcontract terms and conditions.
- Review and analyze budget estimates for allocability, reasonableness, and consistency.
- Work with grantees and project staff to develop or revise detailed grant budgets so that they are realistic and appropriate to the needs of the activity.
- Ensure adherence to project procurement policies and procedures. These responsibilities include but are not limited to planning procurements, writing appropriate specifications, evaluating offers, monitoring contracts, and handling all post-solicitation activities, including reviewing all supporting documentation, checking grantee’s self-evaluations, and conducting risk assessments.
- Perform detailed reviews and audits of all grant receipts and subcontractor invoice documentation and ensure that expenses are incurred according to the signed grant/subcontract terms.
- Prepare and submit grants and subcontracts’ Payment Requests to the Project finance for payments.
- Coordinate the organization, tracking, and filing system of all grant and subcontract documents in the project office by ensuring that appropriate documentation is included in each file.
- Responsible for the close-out of grants within required time frames.
- Perform other duties as assigned.
Qualifications:

- University degree, preferably in business administration, finance, or related field.
- Demonstrated ability to work productively within a team.
- Excellent administrative, organizational, and multi-tasking skills.
- Attention to detail and analytical skills.
- Excellent interpersonal and communications skills, demonstrated ability to communicate effectively in a cross-cultural environment.
- Strong computer skills, including knowledge of Microsoft Excel, Word, and Office applications.
- Ability to effectively communicate verbally and in written form in Ukrainian and English. Outstanding written and spoken English skills are desired.
- Four years of work experience in grants/subcontracts and/or procurement is preferred. Other experience working in an office is also applicable!
- Previous professional experience with international donor programs, particularly USAID, preferred but not required.
