Role and responsibilities
The purpose of the ICT Coordinator is to coordinate the ICT functions at an Area and Country Offices and off load the Support Manager on support functions.
Generic responsibilities:
- Ensure adherence to NRC policies, handbooks, guidelines, SOP’s and donor requirements
- Implement delegated logistic functions portfolio according to Plan of Action
- Conduct and follow up daily operational logistic activities
- Support the administration of resources so that deliverables are achieved within set budgets, timelines and standards
- Prepare and develop logistic reports as required by Country/Area office
- Support in development of SOPs as requested
- Ensure proper filing of all support documents
- Promote and share ideas for improvement of the logistic function
- Perform other duties, as assigned by Line Manager
Specific responsibilities:
- Accountable for adherence to all relevant NRC policies, guidance and procedures.
- Accountable for the implementation of the global/regional/country ICT initiatives/tools/system being rolled in the country
- Responsible for development of new country specific ICT procedures, SOPs, guidelines and tools
- Responsible for ICT control mechanisms of NRC operations in the country to ensure compliance with NRC procedures, ICT policy and handbook
- Responsible for guidance, support and capacity building to ICT staff (ICT Officers, Assistants) and line managers to ensure implementation of ICT policies, strategies, tools and procedures in Ukraine.
- Responsible for providing gap-filling throughout country – travel involved – at the discretion of Country top-management and in line with need.
- ICT budget overview and coverage; analysis of cost efficiency
- Quality of ICT services reporting internally and to ICT HO in line with regulations & policy.
- Liaise with ICT suppliers and be responsible for smooth and stable work of ICT/Communication equipment (laptops, desktops, printers, network equipment, satellite phones etc.).
- Supervise the stable and smooth functioning of networks, both LAN (wired and Wi-Fi) and Internet connections, in office and other premises rented by NRC. Ensure the timely updates of all software installed on ICT equipment.
- Be responsible for and maintain accurate ICT registries: registry of ICT assets, license registry, sat phones registry, mobile Wi-Fi routers registry, SIM cards user registry, etc. Follow and inform in advance the line manager about the expiration of licenses and airtime/top-ups, ensure the timely procurement request for the new licenses/airtime/top-ups.
- Implement and support the backup system for the NRC data. Ensure the regular backups for all required data, proper backup accounting and storage, in line with Security and ICT policies.
- Report all potential fraud cases to the Line Manager.

- Experience working as an ICT Support Officer/Coordinator in a humanitarian/recovery context.
- Previous experience from working in complex and volatile contexts.
- Documented results related to the position’s responsibilities.
- Good written and spoken English.

- Good administrative and time-management skills
- Ability to manage staff (1 or more assistants/Officers)
Context/ Specific skills, knowledge and experience:
- 4+ years of working experience.
- Working knowledge of both Ukrainian and Russian languages, written and verbal.
- Degree in Engineering or Computer science.
- Understanding of TCP/IP protocol stack.
- Experience with mail systems (MS Exchange 2010) and web servers (IIS, Apache) is a plus.
- Experience with scripting languages (Windows/DOS batch) is a plus.
- Working experience with MS SharePoint is a plus.
- Knowledge of server maintenance is a plus.
- Knowledge of Visual Basic and Excel macros is a plus.
- Demonstrable ability to lead and manage staff
