Deloitte is seeking resumes of qualified candidates to serve as the Local coordinators on health workforce planning in Zhytomyr, Kyiv, Vinnytsia, and Chernihiv oblasts (four consultants) in support of the USAID Health Reform Support (HRS).

Project Description

The purpose of the USAID Health Reform Support (HRS) project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability, and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Russia’s ongoing invasion presents significant challenges to the Ukrainian health care system. HRS is in the process of pivoting activities across all five objectives to respond to the current and future needs of the Government of Ukraine (GOU). 

Background/Objective :

Local coordinator on health workforce planning in Kyiv oblasts will contribute to the health workforce optimization recommendations at the facility level with the relevant healthcare facilities (selected cluster and general hospitals; PHC facilities). 

Responsibilities:

The local coordinator is  expected to perform the following tasks:

• To be able in accordance with the requirements of HRS, coordinate data collection and analysis on human resources for health in 5 selected medical facilities in Kyiv oblast.
• Establish working relationships with the selected medical facilities.
• Support of collecting HRH data from the relevant healthcare facilities in Kyiv oblast: cluster-level data and statistics, facility-level data from the hospitals, combined within the cluster, and PHC facilities, and determine data gaps.
• Support conducting analysis of physician and nursing needs for the selected service lines in the selected facilities.
• Coordinate development of facility-level HRH plans for the relevant healthcare facilities in Kyiv oblast.
• Assist the Experts in Planning Health Workforce in the Medical Facilities in Focal Regions.
• Regularly organize meetings of the HRS team with the facilities to discuss the results of the HRH analysis.
• Support other ad-hoc activities, related to HRH data collection, on demand.
• Participate in working meetings of the Project team on a regular basis.
• To meet deadlines and routinely communicate with the HRS team on current projects and timeline status.

Qualification requirements

• Master’s Degree in Medicine, Sociology, Public Health, and others related sphere
• At least five years of proven work experience in health workforce data analysis, experience with technical assistance projects is a plus
• Good awareness of the peculiarities of statistical reporting in the field of health
• Experience in preparing analytical reports in health workforce area
• Experience of working with medical facilities in conducting health workforce planning will be preferred
• Strong communication and negotiation skills, experience in developing and delivering workshops
• Ability to work in a team
• Excellent planning and time management skills.
