Software development remains a critical and pressing issue in Ukraine in terms of cybersecurity and digital transformation. Successful cyber-attacks could have an irreparable impact to electoral integrity, damaging the foundation of trust in the electoral process and tampering with citizen’s democratic rights. IFES has worked diligently with a range of security and electoral actors to ensure that electoral cyber infrastructure is updated and protected, that civil society have the tools they need to protect themselves, and that Ukraine is constantly learning, adapting and being vigilant to increasingly sophisticated attacks by malevolent actors.
IFES Ukraine requires services of Software Development Coordinator to perform the following tasks:
- Provide strategic and technical guidance to IFES Ukraine on digital transformation and new technology initiatives for program development, planning and implementation purposes;
- Review and analyze existing legislation on development ICT tools and software, strategies, technical requirements, terms of reference and other documents envisaging electoral digital transformation in Ukraine;
- Follow up analysis, support and planning related to the digital transformation of election operations with the CEC Secretariat and State Voters Register (SVR);
- Develop and review technical requirements for software, including market researches of existing vendors and technical solutions in close cooperation with CEC Secretariat and SRV, vendors and stakeholders;
- Participate in meetings with CEC Secretariat, SRV, and relevant electoral stakeholders.
- Conduct assessments of business processes and operations of NACP, public e-services (upon IFES request);
- Participate in meetings with key stakeholders;
- Other duties as assigned.
Deliverables:
- Provide strategic and technical guidance to IFES Ukraine on digital transformation and new technology initiatives;
- Coordinate planning and implementation of IFES activities related to the software development for the purposes of digital transformation of election operations with the CEC Secretariat and State Voters Register (SVR);
- Develop technical requirements and specifications for IT-solutions, including software architecture analysis and development;
- Prepare software development implementation plans, contingency plans;
- Review business process for the purposes of software development;
- Prepare reports to IFES on activities related to software development and introducing for CEC.
Period of performance: June 1, 2023 – May 31, 2024.
Number of working days: 40.
REQUIREMENTS FOR POTENTIAL CANDIDATE:
Education:
At least Bachelor’s degree in Computer Science, Mathematics, Engineering, Information Technology, Information Security, or other related field.
Experience:
- At least 15 years of proven experience in software development, including project development and implementation management, as well as information, telecommunication and analytical system developing and implementation;
- 5 years of proven experience as project manager, software architect or DevOps in development IT tools and software for public authorities;
- Demonstrated practical experience in management of at least two software development projects in the past, including, but not limited to developing technical requirements and software architecture, technical management of nationwide projects in secure networks and information systems development, project documents preparation;
- Experience in developing business processes analysis, preparation of technical and techno-commercial proposals, tender documentation, and business plans;
- Proven technical expertise (letters of support, certificates) in information security in automated systems, or IT project management;
- Technical skills of working with different operational platforms (such as IBM AIX, MS Windows, etc.) and programming languages and databases (SQL, SAP HANA, C#, ASP.Net);
- Professional experience of working with the international organizations and public authorities would be an advantage;
- Experience working in Ukraine is preferred.
Language:
Excellent/fluent and written Ukrainian is required; English language is considered as an advantage.
