Location: Ukraine – Lviv with regular deployments to Dnipro and Odesa
Duration: 12 months renewable
Conditions: Employment contract, gross monthly salary between Euro 2857 to Euro 3354 depending on proven relevant experience for the post.

Moving allowance to Lviv: Euro 600 lump sum (one time), applicable for staff recruited from outside Lviv. Annual leave of 28 days per calendar year.

CARE INTERNATIONAL

At the core of the CI Confederation is a globally distributed Secretariat, which provides coordination and support to its Members in areas including governance, strategic planning, communications, membership development and accountability, advocacy, humanitarian response, and program development. In addition, the Secretariat represents the CI Confederation at the United Nations and the European Union and with other external stakeholders.

UKRAINE CONTEXT

On 24th February 2022, Russia’s invasion of Ukraine marked a significant escalation to the conflict that started in 2014. It continues to profoundly impact the lives of people across the country at various levels. The front line is continuously shifting and there are areas controlled by Russian forces as well as cities under siege. Aerial attacks on military installations and critical civilian infrastructures are conducted in the whole territory of Ukraine, often resulting in collateral civilian casualties. The conflict has caused the largest population movement in Europe since World War II, with 6.24 million displaced within Ukraine and 7.68 million refugees having fled to neighboring countries. By October 26, OCHA had counted 17.7 million people in need of humanitarian assistance.

Amid the upcoming winter, which is anticipated to be the worst in decades, at least one-third of the country’s energy infrastructure is damaged, leaving millions without heating and access to water. In October, the Russian Federation claimed to have annexed four Ukrainian oblasts, further increasing the challenge of access to these areas. Therefore, in addition to preparing the population for the approaching winter, an ongoing priority for the international humanitarian response is to secure access to recently liberated and recaptured areas in the East and to provide aid to previously unreachable and particularly hard-hit areas of Ukraine.

CARE UKRAINE

As a new actor in Ukraine, CARE prioritizes a locally led response and is partnering primarily with Civil-Society Organizations (CSOs), National NGOs, local authorities, and INGOs with a longstanding presence in the country and access to hard-to-reach areas . CARE Ukraine deliberately and strategically prioritizes partnerships with local and national Women-Led and Women’s Rights organizations (WLOs/ WROs), who are at the forefront of the response, in order to strengthen their voice and leadership in the overall humanitarian response and decision making. By January 2023, CARE Ukraine has established partnerships with fourteen local/national organizations (including six WLOs/WROs). As a result of these partnerships, over 600,000 people have been reached across Ukraine, including in areas along the line of contact.

Role Objectives

The Partnership and Capacity Development Coordinator will play a key role in supporting the Knowledge and Capacity Development Manager in implementing the imperative to strengthen the capacity of National NGOs (NNGOs) as well as CARE to scale up an effective joint humanitarian response in Ukraine. The Coordinator will also assist in setting up the partnerships with national organizations and CSOs in line with CARE’s partnerships framework, and lead on the Due Diligence Assessment in collaboration with relevant CARE departments , to proactively identify potential partnerships with NGOs (Ukrainian L/NNGOs as well as INGOs in case of consortiums), authorities, and private sector.

Accordingly, the Partnership and Capacity Development Coordinator will also support to help NNGOs and CARE to jointly prepare for a scaled response to the Ukraine Crisis by investing in building the capacity of partners and non-partners and bringing them to a place where they can be well positioned to be considered eligible for funding by INGOs and institutional donors. Accordingly, CARE would hold several open discussions/presentations with non-partner NNGOs, to share what CARE’s process looks like, what criteria we use and what considerations we prioritize when we choose new partners. These efforts are aimed at providing opportunities for NNGOs to learn and improve systems and processes currently in place.

Therefore, s/he will coordinate with other departments in CARE Ukraine office drawing from CARE’s regional & global technical expertise, policies, tools, trainers etc., to help bring interested NNGOs to a/the place closer to meeting the standards that INGOs and institutional donor set. Firstly, the coordinator will support the capacity assessments needed to be carried out – both for CARE and partners. Based on these results, CARE will focus on Compliance, Financial Management, Logistics Management, Project Management, and other relevant technical areas as the topics of Capacity Building for NNGOs and CARE staff. CARE will conduct this through a mix of online and in-person meetings as necessary.

The Partnership and Capacity Development Coordinator is working under the supervision of the Knowledge and Capacity Development Manager.

Role Responsibilities:

1. Support the Roll out of Capacity Building to NNGOs

  • Support, facilitate and coordinate the capacity development assessments and plans in close coordination with CARE Partnership Coordinator and Capacity Development Manager
  • Support, facilitate and implement CARE’s Capacity Building (CB) sessions to:
    - Help in Developing guidelines and training materials.
    - coordinate and facilitate technical support.
    - Share relevant documentation.

2. Carry out and coordinate the partner organization capacity building plans and interventions.

  • Organize the schedule of all upcoming organizational capacity assessments (OCAs) and due diligence assessments (DDA) as per CARE’s partnership approach and sub-grant agreement policy (SGA) policy with Guidance from the Knowledge and Capacity Building manager with close collaboration with the Partnership Coordinator .
  • With support from the Capacity Development Manager explore and pursue new and innovative partnership opportunities within the framework of the capacity building strategies.
  • Follow-up and coordinate with all relevant departments to schedule the identified capacity building interventions as per CARE’s organizational capacity development plans (OCDs) and quarterly CB report.
  • Collect and analyze the evaluation/ feedback from each CB intervention provided by CARE to the partner organization.
  • Ensure all follow-up actions are completed for all CB interventions provided by CARE including but not limited to sharing the materials, maintaining attendance list, ensure the identified objectives are met.
  • Follow-up with the trainer and partner staff that all follow-up action points from the CB interventions are completed as per the identified timeframe and plan.
  • Ensure every capacity building (CB) intervention provided by third CARE (directly or through parties) is recorded in CARE’s CB tracker.
  • Provide all logistical arrangements for each capacity building intervention as and when needed.
  • Facilitate all training provided by CARE to Partners including but not limited to coordination, communication and provide logistic support when needed.
  • Follow up the implementation of the annual CB program.
  • Provide needed Capacity Building to partners that demonstrate gender sensitivity (particularly at field level) or a strong commitment to gender sensitivity.

3. Effective coordination

  • Coordinate and communicate every training opportunity and where possible every capacity building intervention with other peer INGO and UN agencies to minimize duplication and overlap in partner capacity building initiatives.
  • Coordinate with other CARE COs on a regional level on any new capacity building initiatives for partners.
  • Coordinate the implementation of professionalization plans with grant managers, technical advisors and program support heads, maintaining up to date records of counterpart efforts in coaching and mentoring provided per partner and follow-up to identify any additional CB needs/ gaps.
  • Coordinate with all partner organizations on the CB interventions to ensure no duplication and appropriateness of the proposed methods/ materials.
  • Establish links and build relationships with organizational capacity development providers in Ukraine including consulting firms, NGO support centers and universities.
  • Map out all Capacity Building Organizations and update CB Organization database accordingly.

4. Partnership Relationship Management

  • Contribute to strong, open, and trusting relationships with NNGOs and also formally or informally follow-up to evaluate whether all parties are satisfied with/benefitting from the capacity building efforts.
  • Support in identifying potential partners inside Ukraine and maintaining an up-to-date potential partner database.
  • Help maintain a database of the NNGOs who participate in the training and show interest to partner with CARE
  • On-boarding of new partners if any NNGOs are successful in fully meeting the mandated selection and eligibility criteria and needs of the ongoing programs
  • Maintain regular communication and schedule regular visits to the partner offices when needed to ensure consistent relationships, up-to-date information and ongoing two-way feedback is being provided and received.
  • Lead on the Due Diligence Assessment process
  • Lead on the vetting of partners
  • Promote an atmosphere of mutual respect and development among partners, including facilitating information sharing between CARE’s partners and establishing relationships based on partnership principles.
  • Ensure CARE’s partnership approach is mainstreamed and effective with all partner organizations with a particular focus on Women Based Organizations (WBOs), CARE/partner relationships and escalate any issues of non-compliance when necessary.
  • In coordination with the relevant grant managers, facilitate meetings to review and update partner monitoring plans on a quarterly basis, including scheduling meetings, updating plans and coordinating and follow-up with the relevant departments within CARE.
  • Responsible for storage and updating of documentation for all vetted partners.
  • Maintain an up-to-date contact details for all partners’ key staff.
  • Document all decision-making committee meetings and be responsible for finalizing selection memos for partners’ selection.
  • Be responsible for documenting and archiving all partnerships and capacity building files.
  • Ensure that backup is completed for all partnerships files on a monthly basis.
  • Support the program quality department in capturing lessons learned from past experiences with a view to refining CARE’s approach to working with partners and strengthening civil society.

5. Knowledge Management and Learning

  • Support and maintain the documentation, evaluation results, and periodic reporting related to the capacity building initiative.
  • Carry out the day to day administration and coordination for the smooth implementation of the capacity building initiatives
  • Support the Partnership Coordinator, Capacity Development Manager, and Grants Managers in managing the budget, work planning, implementation, monitoring, and evaluation of the capacity building activities
  • Assist in drafting technical notes, reports and other materials as requested by the Capacity Development Manager

6. Monitor, support and strengthen CARE’s partnerships, with a particular focus on partner relationships and mutual good performance (CARE and Partner)

  • Conduct a partner satisfaction survey on a bi-annual basis and ensure that all CARE relevant staff are aware of partners’ feedback and the best way to respond to any concern raised.
  • Support the grant managers in initiating kick-off and closeout meetings for any project with partners.
  • Be responsible for updating the issues tracker on a monthly basis and work with the relevant departments to support partners in closing all issues recorded on time.
  • Ensure that a due diligence assessment is conducted for all of CARE Partners at the assessment phase and follow up with relevant units to provide the needed support to relevant partners.
  • Maintain up-to-date profiles for all partner organizations.

Requirements

Mandatory criteria for longlisting:

  • University degree or/and bachelor’s degree in social sciences, development, public administration, or a related field
  • Minimum 5 years of solid experience working in Partnerships and Capacity Development for NGOs in the humanitarian or development sectors.
  • Experience in partnership and capacity building management
  • Good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities.
  • Knowledge of the working with local and international organizations
  • Experience in developing training manual, modules, curricula, and training materials for the national/international humanitarian organizations.
  • Experience of conducting ToT, training needs assessment along with facilitations skills and ability to independently prepare training reports.
  • Evaluation and monitoring of training programs
  • Strong written and oral English and Ukrainian skills
  • Ability to organize and facilitate training sessions.
  • Ability to develop capacity building frameworks and work plans.
  • Ability to coordinate internally and externally to facilitate capacity building needed.
