Deloitte is seeking a qualified candidate for the USAID State-Owned Enterprises Reform Activity in Ukraine to serve as a Project Manager supporting the creation of a Land Bank at the State Property Fund of Ukraine.

Project Background and Summary:

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improving governance and oversight, advancing privatization of selected SOEs, and developing a strategic management model for SOEs remaining in state ownership. Innovative reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objectives to be achieved by this activity will include:

1. State Property Transfer
2. State Property Management
3. Individual SOE Support
4. Subnational Property Management
5. Improving Corporate Governance and Management of SOEs.
6. Providing Emergency Response and Recovery Preparation Technical Assistance to the GoU and SOEs

Objective:

The State Property Fund of Ukraine has embarked on an ambitious program of leasing state agricultural land.  The Land Bank Project Manager will provide support leading and managing teams of specialists to transfer land currently held by state-owned agricultural enterprises to other newly created SOEs  to be managed by the SPFU.  These SOEs will be corporatized into limited liability company and set up for the purpose of managing and leasing land.  SOERA will provide support to register property rights, corporatize those land-holding SOEs into limited liability companies, and launch transparent lease auctions of the land plots. As of June 2023, the SPFU was managing 189 agricultural SOEs with a total are of 270,000 ha and approximately 3,500 land plots. The position will report administratively to the SOERA Program leadership.

Responsibilities:

• Plan, manage, and execute the SPFU Land Bank project, ensuring that they are delivered on time, within budget, and to the satisfaction of stakeholders.
• Develop project plans, timelines and monitor progress, preparing adjustments as necessary to ensure successful completion.
• Identify and manage project risks, including scope changes, timeline delays, and budget overruns, and develop strategies to mitigate these risks.
• Lead teams of lawyers to support the development of Cabinet of Ministers resolutions, internal SPFU regulations, corporate documents
• Lead teams of lawyers and land specialists to register land property rights
• Support the development of a pipeline of land plots for auction
• Coordinate with the Office of Digital Transformation of the SPFU to develop adequate programs to market and manage the lease of the land plots.
• Coordinate with clients and other external stakeholders, ensuring that project deliverables meet their needs and expectations.
• Communicate project status and progress to stakeholders, SOERA and the SPFU management, providing regular updates on key milestones and metrics. .
• Develop and maintain project documentation, including project plans, status reports, and risk assessments.

Position Requirements:

• Bachelor’s and/or Master’s degree
• At least 3 years of demonstrated experience in project management, law or privatization
• Fluent Ukrainian and English
• Ability to work well in a team
• Lawyer preferred
• Excellent planning and time management skills
• Experience in cooperation with governmental organizations
• Interest in technical assistance work is preferred.
