Lаnd Use/Regіstration Consultant

Deloitte is seeking candidates for the position of Land Use/Registration Consultant in support of USAID/UKaid SOERA. Deloitte intends to hire two consultants as the result of recruitment for this vacancy. The position is for PEs (ФОП), based in Ukraine, available for occasional trips to Kyiv.

Project Background and Summary:

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing support to maintain critical public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the public and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction. 

Objective:

The State Property Fund of Ukraine is successfully implementing the Land Bank project, aimed at enhancing the efficient use of state-owned agricultural land. The land currently in permanent use by state-owned agricultural enterprises will be transferred to another state-owned enterprise (the operator of the Land Bank), which will be managed by the SPFU. The state-owned operator of the Land Bank will be corporatized into a limited liability company, which will lease the land and subsequently conduct sublease auctions through the Prozorro.Sale. SOERA will support the analysis of existing land data, identification and prioritization of land plots for transfer to the SOEs created for leasing agricultural land, preparation of property rights registration, creation of a land plot database and mapping, corporatization of these landholding SOEs into limited liability companies, and the launch of transparent lease auctions for the land plots.

The first stage of the Land Bank project is currently being implemented. In accordance with the Order of the Cabinet of Ministers of Ukraine No. 541-r dated June 13, 2024, the SOE “Agrarian Investment Fund” received 1,905 land plots with a total area of 90,936.7058 hectares. The SOE “Agrarian Investment Fund” has been corporatized and is now the LLC “State Land Bank,” which has successfully conducted its first sublease auctions (results of the initial auctions). 

The Land Use/Registration Consultant is expected to be involved in tasks within his/her area of responsibility to strengthen the support of the SOERA project of the State Property Fund of Ukraine in the implementation of the Land Bank project.

The consultant will report administratively to the SOERA Program leadership. 

Responsibilities:

• Verify existing primary land documents, including registration, transfer history, and encumbrances
• Compile lists of unregistered land plots of SOEs
• Verify land use based on the State Land Cadastre data and comparison with open cartographic sources
• Identify discrepancies between the State Land Cadastre and the State Register of Property Rights to Immovable Property
• Consult on the registration of property rights and registration documents
• Analyze and prioritize land plots for land auctions
• Gather and organize information to create a land plot database
• Provide consultations on land legislation
• Analyze and provide advice on the pooling of land plots for leasing at auction and the division of land plots for optimization of auction lots
• Communicate the project status and progress to SOERA and SPFU management, providing regular updates on key milestones and metrics
• Perform other duties as requested by management

Minimum Requirements:

• Bachelor’s and/or Master’s degree in a related field
• Valid land development engineer certificate
• At least 3 years of experience in land management, cartography, and cadastre matters
• Knowledge of Ukrainian land legislation
• Excellent planning and time management skills
• Ukrainian as a mother tongue, proficiency in English is an advantage
• Excellent analytical skills with ability to thrive in a fast-paced, fast-changing environment with strong attention to detail.
• Experience in partnership development with governmental organizations is preferred
• Experience working with geoinformation software is preferred
• Experience conducting land audits is preferred
• Exceptional ability to meet deadlines
• Positive team player with strong interpersonal and relationship-building skills
• Ability to take initiative, function independently and navigate ambiguity
• Resourceful and pragmatic problem solver
• Excellent computer skills (MS Office: Word, Excel, Power Point), project management tools and trackers
• Ukrainian as a mother tongue. English A2/B1
• Excellent planning and time management skills
• USAID program experience preferred.
