Learning and Communications Director
Program Context
Chemonics International, Inc., a U.S.-based international development consulting firm, is seeking qualified candidates for multiple technical and crosscutting positions for the five year USAID Harvest Activity. The activity aims to enable supported male and female grain and oilseed farmers, including those from marginalized and underserved groups, to return production and income for target commodities to at least pre-war levels while improving production efficiency and profitability and will position farmers to market their crops more successfully and profitably in the war-affected context. The Activity will focus specifically on the following target commodities; barley, corn, soybean, sunflower, and wheat.
Position Description:
The Learning and Communications Director will oversee the Learning and Communications team, providing crosscutting resources to support across the Harvest Activity. The Learning and Communications Team is responsible for communications, monitoring and evaluation, learning and knowledge management. Additionally, the Team is responsible for oversight of the design and implementation of the performance monitoring and evaluation plan, capturing, documenting, disseminating and showcasing the performance, best practices, fostering learning and providing recommendations for refining project implementation tactics.
The Learning and Communications Director leads the development and implementation of Harvest Activity’s communication initiatives focused on the productivity increases and enhancements to Ukraine’s grain and oilseed sector, access to markets, and the market system environment. With support from project leadership, lead collaboration, learning and adapting and knowledge management efforts by providing tools and training for the capture and sharing of lessons learned, new innovations and best practices and participating in periodic meetings with USAID projects, other donors, and government partners.
Responsibilities
The Learning and Communications Director’s responsibilities include, but are not limited to, the following:
- Lead and manage the Learning and Communications Team
- Lead the development and implementation of Harvest’s communication initiatives, focused on improving productivity increases and enhancements to Ukraine’s grain and oilseed sector, recaptured and expanded access to markets, improved market systems environment. All communications efforts will support Harvest Activity’s aim to restore Ukraine’s grain and oilseed production to pre-war levels, improving the sector’s profitability, and reclaiming Ukraine’s share of the global market and help address global food supply concerns.
- Lead technical direction and implementation of behavior change communication tasks, ensuring that Harvest Activity reaches beyond its direct interventions to affect the behavior of other actors in the public and private sectors that the project seeks to influence through its communications strategy and implementation plan.
- With support from project leadership, lead collaboration, learning and adapting and knowledge management efforts by providing tools and training for the capture and sharing of lessons learned, new innovations and best practices and participating in periodic meetings with USAID projects, other donors and government partners.
- Oversee adjustments to the communications strategy and its implementation as related to implementation of work plan tasks.
- Oversee all external and internal communications activities, including preparation of reports, deliverables, plans, success stories, publications, and communications campaigns and products, including quarterly/annual reports and the MEL plan
- Collaborate with all staff members to analyze, monitor, and evaluate information and results of all Harvest interventions
- Assume any other duties as assigned by the Chief of Party.
Qualifications
- Undergraduate degree from a four-year program, or equivalent. Advanced degree related to public relations, marketing, or communications, preferred
- Highly creative and proactive communications expert with proven accomplishments related to the position
- At least 8 years of experience in a supervisory and/or management capacity that includes providing technical and management oversight related to communications and learning
- Prior experience working in agriculture sector and demonstrated understanding of key stakeholders (farmers, agribusinesses, government bodies, donors etc.)
- Demonstrated experience with quantitative and qualitative data collection, management, and analysis
- Experience in donor-funded activities of comparable size, scope, and complexity
- Advanced level of written and oral communications skills in Ukrainian and English
