Deloitte is seeking a qualified candidate for the USAID State-Owned Enterprises Reform Activity in Ukraine (Ukraine SOERA) to serve as Leasing Project Manager supporting the State Property Fund of Ukraine (SPFU). The position is full-time/remote but requires a location in Ukraine.
Project Background and Summary:
The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improving governance and oversight, advancing privatization of State-Owned Enterprises (SOE), and developing a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objectives to be achieved by this activity will include:
- SOE Mapping, Information, and Strategy.
- Reform Coordinating Mechanism (RCM) and Strategic Communications.
- Reviewing and Improving SOE Policies, Legislation, and Regulations.
- Facilitating SOE Privatization.
- Improving Corporate Governance and Management of SOEs.
- Providing Emergency Response and Recovery Preparation Technical Assistance to the Government of Ukraine (GOU) and SOEs
Objective:
The State Property Fund of Ukraine (SPFU) is in the first phase of developing a platform for managing the lease of state property. Upon completion of a MVP in the summer of 2023 it expects to scope and implement a second phase of the work. The platform will eventually provide for efficient electronic interaction between tenants, balance sheet holders, tenants, the electronic trading system Prozorro.Sale, and the SPFU for the purpose of leasing state property. Automating the process of leasing state property will improve transparency and competitiveness in the leasing of state property. The SPFU requires a project manager for the automation project which involves the SPFU leasing department, international donors, and vendors of IT services.
Responsibilities:
- Supporting existing scripts for automation of the lease process (ensuring automatic creation of auction announcements, draft contracts, calculation of rent, etc;)
- Development of new scripts for the existing model of accounting for lease relations in the form of Google spreadsheets;
- Creation of an online platform for managing state-owned leases and communication with the developers of the relevant platform
- Development and approval of the procedure for data exchange between the electronic system “Prozorro.Sale” and the online platform for managing state-owned property leases regarding property transferred or leased
- Ensuring data exchange and technical capability of interaction between the electronic system “Prozorro.Sale” and the online platform for managing state property leases in respect of property transferred or leased
Position Requirements:
- More than two years of work experience in the field of leasing state property
- Knowledge of legislation on leasing state property
- Understanding of the formulation of high-level and detailed technical requirements for a software product
- Experience in writing technical requirements for IT projects
- Experience modeling business processes in BPMN notation
- Basic knowledge of the basics of programming and SQL
- Experience working with Confluence (or similar)
- Experience in communications with state bodies (clarification of requirements, conducting presentations)
- Developed organizational skills and attention to detail.
