Local Governance and Administrative Services Analyst, NPSA9, UNDР

UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post of the Local Governance and Administrative Services Analyst with the duty station in Sievierodonetsk (temporarily relocated to a safer place as per UNDSS recommendation), to provide capacity development support and technical assistance on public services delivery to war-affected territorial communities, to reduce the hardships of conflict-affected population to access public services, and to work with local institutions to develop their capacities to deliver, through mobile service units, quality administrative, social, medical and legal aid and information services. This position falls under the second component of the RPP – i.e., Local Governance and Decentralization Reform (LGDR).

 Duties and Responsibilities

  •  Contribute to the analysis of the ongoing situation with the access to local services, not least the extent to which it has been impacted by the war;
  • Contribute to the restoration and capacity of local institutions and administrative services for their support of conflict-affected citizens and ensure the inclusion of women in the decision-making, i.e. local governance;
  • Contribute to the inclusion of women in the decision-making, i.e. local governance, in accordance with the agenda on Women, Peace and Security and Security Resolution 1325;
  • Assist in the establishment and operationalization of mobile administrative, medical and social offices, including the purchase of specialized equipment and vehicles;
  • Ensure the implementation of a “one-stop-shop” approach in the provision of a range of priority administrative, legal aid and information services in offline and digital modes to the population of pre-selected target territories;
  • Facilitate the process of development and design of a system of geo-localization of the mobile service units and make it available to users through SMS notifications, GPS based apps or other relevant e- solutions;
  • Contribute to the creation and set up of the regional Information Platforms to make public services (administrative, social, medical and others – based on needs and capacities assessment) more accessible and user-friendly through browsers and apps;
  • Promote the sustainability of the Project’s interventions and draw important lessons learnt to inform the further implementation of the programme;
  • Mobilize the young population to support, on a voluntary basis, the new model of service delivery;
  • Facilitate the process of setting up a network of mobile Centers of Administrative Services (TsNAPs) and ensure the handover of all purchased assets to responsible local authorities;
  • Ensure capacity assessment, capacity development and technical assistance for the improvement of local public service provision for target communities;
  • Pilot innovative approaches and technologies through an assessment of applicability and identification and development of e-tools for improving local services and increasing transparency in pilot regions and explore possibilities for their replication in other communities and on the national level. Ensure compliance of digital solutions with web accessibility standards, including WCAG and EN 301 549;
  • Contribute to the preparation of annual, quarterly, and detailed implementation work plans, and other related documents for timely commencement and implementation of the component activities;
  • Collect and analyze of the data and relevant studies on decentralization, local services and shared services (education, health, and social services). Ensure availability of up-to-date information on all critical administrative services issues related to the RPP;
  • Initiate and facilitate experience exchange to share and learn the practices of other regions in implementing regional policy and preparing proposals;
  • Perform other activities as requested by Programme Coordinator and UNDP Project Office Management.

Required Skills and Experience

  •  Master’s Degree or equivalent in Public Administration, Political Sciences, Law, Economics, Social Sciences, or other relevant areas.
  • Bachelor’s degree with additional two years of progressively responsible experience is accepted in lieu of Master’s degree.
  • 2 years (with Master’s Degree) of proven knowledge and professional experience in the field of decentralization, inter-governmental relations, local service delivery, public administration, territorial administrative reorganization or other relevant areas or
  • 4 years (with Bachelor’s Degree) of proven knowledge and professional experience in the field of decentralization, inter-governmental relations, local service delivery, public administration, territorial administrative reorganization or other relevant areas.
  • Experience in the usage of computers and office software packages (MS Word, Excel) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems
  • Experience in delivering capacity development, advisory and advocacy services to the Government in the relevant fields would be a strong advantage;
  • Sound knowledge of public sector reforms generally and the reforms currently undertaken at the local level by the Ukrainian Government would be a strong advantage;
  • Experience in working with relevant stakeholders from the governmental and non-governmental institutions involved in governance issues at the national and sub-national levels would be an asset;
  • Fluency in Ukrainian, Russian and English is required
