KEY RESPONSIBILITIES AND DELIVERABLES
- Lead in-country logistics activities, including oversight of procurement, fleet/movement, stock and asset management.
- Manage and support logistics staff by ensuring a clear division of responsibilities, clear objectives, and performance management; provide general management support for effective team-building.
- Develop and maintain Logistics Procedures in accordance with the FHI 360 Operations Manual. Contribute updates to the Operations Manual and ensure policies and templates are disseminated among logistics staff and the wider program team as needed, providing technical advice to all staff on logistics procedures/compliance.
- Review of Purchase Requests and checking of SOW/Specifications and other logistics documents for thoroughness.
- Oversee the procurement tracking system for FHI 360 and provide regular updates to the Senior Management Team regarding the status of procurements.
- Ensure supplier relationships are enhanced through Market Surveys, Prequalification and establishing supplier long-term agreements (MSAs).
- Participate in negotiations of contract terms with vendors and monitor performance against these contracts; document vendor performance.
- Represent FHI 360 in relevant external coordination groups (e.g. Logistics Cluster), as needed. Liaise with other NGOs and partner organizations to share information and solutions for efficient logistical operations.
- Prepare and submit Logistics weekly/monthly reports and plans.
- Any other related tasks, as assigned by the supervisor.
Requirements:
- Demonstrated knowledge of accepted procurement practices and principles
- Demonstrates project and personnel management skills.
- Excellent planning, analytical, and reporting skills
- Maintains frequent contact with management and staff at the country office to plan and/or coordinate activities and to serve as a resource regarding logistics policies and procedures.
- Ability to motivate, mentor, and empower individuals to achieve expectations and goals set for the functional unit.
- Ability to solve problems in the field with suppliers or delegate authority to team members to solve issues
- Ability to execute tasks according to deadlines and under pressure.
Experience/Education:
- University degree in Procurement/Supply Chain Management/Logistics/Operations Management or related industry experience in a relevant technical area.
- Typically requires 5-8 years of experience in supply chain systems and logistical management/reporting.
- At least 2 years of experience directly managing and supervising staff.
- Desired prior work experience in a non-governmental organization (NGO), UN, government agency, or private company of progressive program management experience in humanitarian assistance.
- Strong organizational skills, especially in time management and prioritization, and attention to detail.
- Ability to work in teams and build consensus with individuals at all levels.
- Fluent in in English language (both spoken & written).
- Sound understanding of Microsoft Office (Outlook, Excel, Word)
