M&E Director для USAID-funded Furthering Health System Reforms in Ukraine

Position Background:

Chemonics seeks a monitoring and evaluation director for the anticipated USAID-funded Furthering Health System Reforms in Ukraine (FHSR) activity. The primary purpose of this project is to support the ongoing efforts of the Government of Ukraine and its civil society partners to achieve a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. We are looking for individuals who have a passion for helping people lead healthy lives around the world.

Responsibilities include:

  • Provides oversight and support in the areas of performance monitoring and evaluation; 
  • Provides regular input into the project activity tracker system to ensure that all project M&E activities run smoothly and are well-coordinated across technical and finance/administrative teams; 
  • Participate, as appropriate and as directed in the design and implementation of performance monitoring and verification systems; 
  • Support compliance with any requests related to Data Quality Assessments (DQAs) and developing Performance Indicator Reference Sheets (PIRs); 
  • Participate in the facilitation of collection and analysis of both quantitative and qualitative information; 
  • Provide support to citizen engagement initiatives to gauge public’s perception of services reforms; 
  • Ensure that data collected to measure the quantity and quality of service provision under this objective should be gender disaggregated; 
  • Contribute to the adaptive management of the project through learning bolstered by M&E; 
  • Organize and conduct M&E planning meetings on a periodic basis; 
  • Support the process of training and regularly enhancing the knowledge and skillsets of project staff and partners on a range of performance management subjects, M&E, and data quality; 
  • Prepare quarterly M&E performance data reports; 
  • Approve and validate M&E deliverables. 
  • Other tasks as required to achieve the activity Objectives and Expected Results.

Qualifications:

  • Bachelor’s degree in economics, political science, international development or relevant field. Master’s degree a plus; 
  • Minimum 8 years of experience conducting monitoring and evaluation of development projects; 
  • 3-5 years of experience working in a M&E role with USAID or other international development donor preferred; 
  • Experience providing training to organizations and individuals in monitoring and evaluation techniques and best practices is desirable; 
  • Familiarity with Ukrainian health sectors agenda; 
  • Strong and effective verbal and written communication skills;  
  • Demonstrated outstanding interpersonal and supervisory skills; 
  • Demonstrated leadership, versatility and integrity; and 
  • Excellent knowledge of written and spoken English including oral presentation skills;
  • Fluency in Ukrainian and/or Russian is required.
