About the job
The M&E Officer will provide information management and design of a monitoring and reporting system including development of program indicators to help inform USAID, the Chief of Party, and Technical Program Officers of project status and progress toward achievement of key results as agreed in the annual work plans.
Your main duties and responsibilities will be:
- Work with the technical team and the grants team to ensure ERA MEL system accurately captures all intended and unintended outcomes of the implemented interventions.
- Support technical team in grants design, namely assist in development of appropriate systems of grant’s monitoring and evaluation approach.
- Develop data collection tools and data collection administration guides and protocols.
- Support systematic data collection, data management and analysis of progress towards program key performance indicators.
- Analyze and provide data for donor- and beneficiaries-requested reports.
- Provide necessary geodata for reporting through USAID Geodata System.
- Train and support local partners at the community and municipal levels and grantees by strengthening their capacity to monitor the progress of interventions and grants independently.
- Produce performance reports, as needed.
- Coordinate with project technical staff to create success stories and inputs for donor-requested reports.
- Support implementation of ERA Learning Agenda via maintenance Learning Harvesting Log and Adaptive Management Log, assistance in organization of learning Pause and Reflect sessions.
- Support grants’ evaluation.
- Design and conduct training on M&E relevant issues for ERA staffers.
- Participate in periodic assessments of data quality.
- Conduct site visits to ongoing interventions.
- Write and/or contribute into reports, if needed
- Provide statistical analysis, if needed.
About you
Required
- Two or more years of experience in monitoring and evaluation management, preferably for USAID-funded programs.
- Expertise developing and managing M&E systems and instruments.
- Proficiency in data collection and analysis, data quality assessment.
- Proficiency in database management.
- Fluency in English is required.
- Bachelor’s degree in a relevant field.
- Demonstrated knowledge of USAID’s policies and requirements for M&E preferred

WE OFFER
Contract length: 12-months employment agreement with a possibility of extension until August 2024.
Salary Level: We offer competitive market-based salary level for candidates with relevant experience.
Duty station: Ukraine
