GC has recently launched its Community-Led Emergency Action and Response (CLEAR) program in Ukraine’s Chernivtsi and Chernihiv Oblasts, with the generous support of USAID’s Bureau of Humanitarian Assistance. This program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response. To that end, CLEAR will partner with local CSOs to implement humanitarian projects that address protection, shelter, or water, sanitation, and hygiene (WASH) needs in their communities.
The Senior Monitoring, Evaluation, & Learning Manager will develop and manage tools, approaches, and systems to foster learning across the program. The Senior MEL Manager will work closely with the Program Director and technical team to ensure accurate, timely, and effective reporting of all program activities. They, alongside the MEL team, will be responsible for jointly designing and managing data collection systems, analyzing results, recording lessons learned, highlighting success stories, producing accurate quarterly reports that summarize program progress against the approved work plan, highlighting innovative activities, and working with the technical team to address any programmatic or reporting issues. The Senior MEL Manager reports to the Program Director.
DUTIES AND RESPONSIBILITIES
Monitoring
- Develop and oversee systems and mechanisms for data collection to monitor the development of defined indicators under the reporting framework.
- Create, maintain, and further develop qualitative and quantitative practices and processes.
- Integrate periodic evaluations as an integral part of the Monitoring & Evaluation system.
- Develop M&E strategy and execution planning in coordination with senior management, technical and sector leads, and GC partners.
- Collaborate closely with technical and sector leads including the safe and accountable program coordinator, in the development of strategy, policies and procedures to ensure the mainstreaming of Safe & Accountable Programming (SAP) and best practices throughout M&E activities.
Supervisory
- Provide oversight and support to the implementation of partner monitoring and evaluation activities.
- Oversee M&E workplan, ensuring that programs are being implemented on schedule.
- Compile and review reports as required by the donor, capturing activities’ progress, lessons learned, community needs and reconcile against activities planned and quality standards.
- Lead mentorship efforts and support the capacity building of M&E staff, partners and other stakeholders through regular communication and guidance, and ensure regular bilateral partner meetings are conducted.
Database Development and Maintenance
- Collaborate closely with the Feedback Mechanism Manager to ensure accountability to the communities we are working in.
- Ensure all monitoring activities run according to minimum standards and best practices and are appropriate for the context, in line with relevant minimum standards and humanitarian principles.
Evaluation
- Work with the M&E team and partner organizations to develop evaluation tools and protocols.
- Responsible for identifying, analyzing, and synthesizing lessons learned from program implementation and communicating lessons learned to relevant technical and sector leads and senior management.
Reporting
- Oversee the development of timely inputs for monthly, quarterly, semi-annual, and annual progress reports and any other required reports.
- Oversee GC’s efforts to document success stories, including working with members of the partners team.
- Respond to requests from donor regarding the status of programs/activities and/or other issues as needed.
- Any other duties that may be assigned by the supervisor.
Capacity-Building
- Collaborate with the Partnerships Manager on the development of a MEAL capacity assessment for GC partners.
- Develop capacity-building training plan and materials in close coordination with the Partnerships Manager and relevant sector leads.
Internal Coordination
- Lead regular M&E coordination meetings, information sharing and learning between teams and partners.
- Coordinate with security, finance, logistics, and other relevant departments to ensure activities are implemented smoothly and without adding risk to program participants, staff or partners.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree required; Master’s degree preferred in economics, management, public policy, or other relevant discipline.
- Minimum 8 years’ experience in the field of monitoring, evaluation, and learning, with at least 3 years’ experience working in a humanitarian context in Ukraine or internationally.
- Proven knowledge of and familiarity with USAID monitoring, evaluation and learning requirements, policies and regulations is required, previous experience in monitoring large-scale USAID and/or USAID/Bureau for Humanitarian Assistance projects is preferred
- Experience in capacity development and mentoring local CSO implementing partners in the use of MEL systems.
- Experience linking research and program findings to program design and implementation, along with proven experience carrying out survey work.
- Proven Experience in programming Microsoft Excel and Access Databases
- Excellent command of excel and other database applications and ability to use software for database design, with the ability to design the structure of the database and write interfaces.
- Professional proficiency in written and spoken English, Ukrainian and/or Russian.
- Ability and willingness to travel (up to 25%) throughout Ukraine.
