Estonian Refugee Council (ERC) is a value-driven non-governmental EU-certified humanitarian organization. ERC was established 22 years ago in Estonia and currently provides humanitarian assistance to displaced people and other vulnerable people in 5 crisis-affected countries (Ukraine, Georgia, Armenia, Jordan and Turkey) and different support services to beneficiaries of international protection in Estonia. Estonian Refugee Council works and provide help in Ukraine since 2014 year and now covered 9 regions with ongoing humanitarian projects and monitoring visits. Our Mission is to stand for the rights and well-being of refugees and other vulnerable groups in Ukraine and abroad.

We are looking for MEAL Manager to join our international team!

The MEAL Manager, based in Kyiv, plays a crucial role in ensuring effective programme planning, monitoring, evaluation, accountability, and learning processes within ERC. They are responsible for designing and implementing robust monitoring and evaluation systems, ensuring the quality and impact of programs, and facilitating continuous learning and improvement initiatives. The MEAL Manager collaborates closely with programme staff, field teams, and donors to collect and analyze data, assess program effectiveness, and promote a culture of accountability and learning.

Main tasks: 

Planning and coordination

  • Develop appropriate and viable monitoring, evaluation, accountability and learning systems that are in line with the ERC’s procedures
  • Develop and regularly update a MEAL work plan that includes all ongoing projects and planned MEAL activities
  • Oversee the implementation of appropriate data collection and analysis tools, methodologies (survey questionnaires, focus groups, key informant interviews, etc.) and data/information dissemination/use plans
  • Design and coordinate needs assessment and situation analysis through various approaches (e.g. direct data collection, secondary sources, problem tree analysis, SWOT analysis)
  • Develop strategies for assessing the quality of collected data for projects’ indicators
  • Ensure MEAL requirements of the donors during proposal development, such as mandatory donors indicators and annexes, etc.
  • Support programme teams with developing results frameworks, theory of change, log-frames, and MEAL plans including indicators for existing and new projects
  • Ensure adherence to prescribed methodologies of sampling, data collection, and data entry
  • Develop and use different qualitative and quantitative methods of data collection including structured/ semi structured interviews, key informant interviews, in-depth interviews, group discussions, focus group discussions and direct observations as an M&E tool
  • Interpret statistical data for use in decision-making and synthesize quantitative and qualitative information for write-up/reports and decision making
  • Develop TOR for internal and external baseline surveys, mid-term evaluations, final evaluations and frame the different types of study questions such as barrier analysis, market analysis, Knowledge, Attitudes, and Practices Surveys (KAP)
  • Identify the needed resources for evaluation, such as information, expertise, personnel, instruments, and budget
  • Write narrative reports (needs assessments, internal reviews, progress reports, etc.)
  • Collaborate with the MEAL teams at HQ on donor reporting, data visualization, and maintaining the data management system
  • Collaborate with programme staff, technical experts, and external partners to align MEAL activities with project goals and objectives.
  • Liaise with and provide technical support to programme managers and HQ MEAL specialists

Management and leadership

  • Support the mission in identifying the human resources needs in MEAL department and support in recruitment, onboarding and training
  • Provide technical supervision and coordination of MEAL Officers and Assistants from field sites
  • Ensure a positive work environment and good team dynamics
  • Implement regular staff evaluations and monitor career development
  • Support programme staff and management to mainstream critical concepts around gender, age, disability protection, and conflict sensitivity across all projects and programmes
  • Promote and strengthen understanding of the importance of MEAL among ERC staff in Ukraine
  • Represent ERC at MEAL coordination meetings and technical working groups

Capacity building and knowledge management

  • Identify training needs for the MEAL team, discuss plans with coordination and HR for internal and external training, and implement in accordance with MEAL strategy and operational priorities
  • Conduct training on quantitative and qualitative techniques for data collection for MEAL staff and interviewers
  • Coach, train, and mentor MEALs with the goal of building technical capacity, sharing knowledge within the MEAL team, and providing career development guidance
  • Facilitate regular learning reviews and reflection sessions to identify lessons learned and best practices.

Complaint Response Mechanism

  • Oversee and make continual improvements to ERC’s Complaint Response Mechanism (CRM) in line with ERC procedures;
  • Provide technical support to the team on improving and  maintaining effective feedback mechanisms for decision making, fully in line with commitments regarding accountability to affected populations (AAP), including IASC CAAP, CHS, and Sphere;
  • Ensure that beneficiary complaints/returns are properly captured, analyzed, addressed and processed in a timely manner and used by the Programme and Coordination teams;
  • Ensure that accountability to affected populations (AAP) data is collected routinely throughout the project cycle, enabling evidence-based programming and corrective actions.

Expectations towards the candidate: 

  • Advanced university degree in a relevant field (e.g. humanitarian studies, statistics, monitoring and evaluation) Minimum of 3  years of work experience in MEAL units – preferably in humanitarian context, social work, community development, NGOs or civil society
  • Demonstrable, high level skills leading data collection and knowledge of data analysis tools, planning and coordination of qualitative and quantitative surveys, dissemination of results
  • Strong  organizational skills as well as abilities to analyze and synthesis
  • Minimum of 3 years experience of team management and training/learning facilitation.
  • Strong leadership and cooperation skills 
  • Strong computer skills, including high proficiency in Excel. Interest in transparent digitalization and readiness to develop new technical, digital solutions skills, including but not limited to Drupal. 
  • Proficiency in spoken and written English, as well as in local languages
  • Strong interpersonal and communication skills and the ability to work effectively in a multicultural environment
  • Ability to work in a multicultural environment, implement ERC’s Code of Conduct and other internal policies.
