EU Project “Strengthening Independent Media for a strong democratic Ukraine”
TERMS OF REFERENCE
1. Project Description
DW Akademie, Germany’s leading organisation for international media development department of Deutsche Welle, in partnership with “LvivMedia Forum” NGO and JSC “Public Broadcasting Service of Ukraine”, implement the project “Strengthening Independent Media for a strong democratic Ukraine” (NDICI-GEO-NEAR/2024/447-244).
DW Akademie is Deutsche Welle’s centre for international media development, journalism training and knowledge transfer. Our projects strengthen the human right to freedom of expression and unhindered access to information. DW Akademie empowers people worldwide to make independent decisions based on reliable facts and constructive dialogue.
The 27-month project is financed by the European Union and co-financed by the German Federal Foreign Office. It is aimed at strengthening a democratic media ecosystem facilitation of the EU integration of Ukraine.
2. Overall Objective of the Assignment
We are looking for a provider to support the Regional Media Booster Programme implementation with the strong expertise in journalism, understanding of the local context of Ukrainian media outlets work in and prior experience of work in international projects.
3. Expected Deliverables
The following list of tasks is indicative, as tasks may evolve depending on the needs of the project team during the implementation of the project:
- Take part in planning process
- Advise the project team on the questions within the area of his/her expertise
- Content support in organization of project events
- Assist partner organizations in developing mini-projects/community engagement campaigns
- Provide short quarterly reports on the rendered support
- Information gathering and participation in conceptualizing of further support of Ukrainian regional media sector in the next three years

5. Qualifications
- At least 15 years of working in the media sector
- At least 5 years of working in the sphere of media development
- At least 3 years of working with the Ukrainian media sector
- Hands-on experience in project management and project design
- Working knowledge of Ukrainian and English languages
- Proficiency in German language would be an asset
- Proven experience of working with international organizations and/or DW Akademie would be an asset
6. Special Conditions
- Contract duration: it is estimated to cover up to 30 working days until 31 December 2025
- Occasional travels within Ukraine or abroad may be required
- The daily rate for a 8h working day must not exceed 300 EUR
7. Documents to be provided
- СV
- Letter of interest (up to 1 page), demonstrating clearly the required experience and expertise
- A sample of relevant work/deliverables references/ links to publications, assessments/ analyses, reports, studies, records of trainings/ conferences etc. would be an asset
