Deloitte is seeking a qualified candidate to serve as a Media Relations Specialist in support of the USAID State-Owned Enterprises Reform Activity in Ukraine (SOERA). The position is full-time and based in Ukraine, Kyiv
Project Background
SOERA supports the structure, strategy, and operations of key Ukrainian entities engaged in restoration and reconstruction (R&R) planning and implementation. The SOERA team focuses on increasing the efficiency of key R&R entities – State Agency for Restoration and Development of Infrastructure (SARDI), Project Management Unit (PMU), and Ministry for Restoration (MOR) – and improving R&R coordination across Ukrainian and donor stakeholders.
Specifically, SOERA will increase the transparency, effectiveness, efficiency, and capacity of these entities, while working to enhance the R&R ecosystem encompassing policymaking and implementation entities at the national and subnational levels.
Objective
The Media Relations Specialist will support the SOERA R&R Component’s Strategic Communications Workstream through full-cycle support for international media engagements, development of communication products for media, and event organization to improve the media coverage of MOR, SARDI, PMU and R&R-related narratives in key R&R partner countries and Ukraine.
Responsibilities:
- Plan and organize engagements with international media for MOR’s, SARDI’s, and PMU’s speakers predominantly abroad and, if needed, in Ukraine.
- Develop media briefs for MOR’s, SARDI’s, and PMU’s speakers (e.g., for press conferences and interviews) and participate in prepping them for international media engagements.
- Develop press kits, handouts, and other communication products to inform the R&R media coverage.
- Write op-eds, human-interest stories, and other materials in line with standards of international media and pitch them to the international media outlets.
- Design and organize media campaigns and public outreach activities in Ukraine and abroad.
- Organize virtual, in-person, and hybrid events for press and other stakeholders.
- Contribute to developing and keeping an up-to-date Stakeholder Map with a focus on media to strengthen MOR’s R&R communication framework and support enhancing MOR’s and SARDI’s media relations.
- Contribute to developing and keeping an up-to-date International Media and Stakeholder Engagement Plan with a focus on media to support enhancing MOR’s and SARDI’s international media relations.
- Contribute to the development of a Monthly Report on R&R Media Conversation and Information Resilience to inform MOR’s communication decision-making.
Main Requirements:
- Master’s degree in Communications, Journalism, Public Relations, or a related field
- Minimum 3-5 years of practical experience in public or media relations at governmental communications, communications at infrastructure- or reconstruction-related international programs and activities, and/or communications of infrastructure investment projects.
- Good knowledge of international media landscape and established contacts with media in such countries as Germany, France, Poland, UK, and Japan.
- Good knowledge of Ukrainian media landscape and established contacts with Ukrainian media would be of additional advantage.
- Fluent in Ukrainian and Upper Intermediate level of English.
- Strong understanding of media relations for governmental entities.
- Demonstrated ability to develop media briefs for speakers, media kits, and products for publishing in the media in line with standards of international media.
- Ability to design and organize media campaigns and public outreach activities.
- Experience in pitching materials to different types of media, from TV and press to YouTube channels and podcasts.
- Experience in organizing virtual, in-person, and hybrid events for press and other stakeholders.
- Experience in managing a third-party event agency would be of additional advantage.
- Experience in conducting media training for executives would be of additional advantage.
- Excellent writing, pitching, and organizational skills.
- Strong interpersonal skills and demonstrated ability to work as a team member and independently.
- USAID experience preferred
