Background:

Since 2016 Global Communities has been implementing the Decentralization Offering Better Results and Efficiency (DOBRE) program in Ukraine is funded by the United States Agency for International Development (USAID). This program is designed to help territorial communities (TCs) leaders effectively manage resources, improve the quality of public services, and expand citizen participation in solving issues of local importance. The program works in ten oblasts across Ukraine. 

GC Ukraine is looking for an experienced MEL Officer to support DOBRE program in the Kyiv office. 

Essential duties and responsibilities:  

The Monitoring, Evaluation & Learning (MEL) Officer is accountable for the performance of project programmatic monitoring and evaluation systems. 

Specific responsibilities:  

  • Implement and maintain MEL systems to ensure program activities are tracked, reviewed in line with the overall program goal and implementation plan and have the desired impact to achieve program goals and objectives;
  • Ensure implementation of MEL plan in the assigned program area, including various data collection activities;
  • Conduct regular monitoring visits to program locations using structured monitoring tools;
  • Provide technical support to partner CSOs, including verifying data for program reports and monitoring partner-organized program activities;
  • Contribute to the design of MEL tools, forms and data collection standard operating procedures to track program activities, outcomes, and learning processes;  
  • Support the MEL Manager in building MEL competencies of program and partner staff to ensure accurate data collection, monitoring, data analysis and interpretation and reporting; 
  • In coordination with the Data Systems Management Team, support data processing including data transfer, entry, verification and cleaning;
  • In coordination with the Data Systems Management Team and the MEL Manager, support data collection activities conducted by third parties, such as consultants and/or enumerators, including data collection quality control;
  • In close collaboration with the MEL Manager, ensure collaboration, learning and adapting (CLA) informs all strategies and implementation activities through constant feedback loops;   
  • Coordinate with other program teams and stakeholders to share lessons learned and facilitate internal and external learning activities and events as appropriate;  
  • Contribute to HQ and donor reports particularly on program progress towards indicators;
  • Cary out other MEL-related tasks, as required.

Knowledge, skills and abilities:

  • Bachelor’s degree required; Master’s degree preferred.  
  • Minimum 2 years of relevant experience, such as research, data collection, MEL, etc. 
  • Previous experience working with MEL on USAID and/or BHA programs is preferred.  
  • Demonstrated experience and capacity in managing large volumes of data from various sources and use of quantitative and qualitative methods.  
  • Advanced Excel skills, including for data cleaning and analysis.
  • Proven knowledge and experience using software for data collection, analysis and visualization, such as ONA, CommCare, Kobo ToolBox, PowerBI, etc.  
  • Able and willing to travel regularly within Ukraine to conduct monitoring visits when required. 
  • Professional proficiency in written and spoken Ukrainian is required. Proficiency in English is preferred. Must be able to read and interpret documents and communicate with others as necessary to perform job duties effectively.     

Working conditions:

Able to sit at a computer and operate a keyboard, for extended periods of time. 

Regular travel to program locations to monitor program activities and support partner CSO in various hromadas in Dnipropetrovska, Chernivetska, Ivano-Frankivska, Ternopilska, Kirovohradska, and Chernihivska oblasts.
