The Program Summary
We aim to reach 500,000 vulnerable people with multi-purpose cash assistance, in-kind humanitarian support, and protection services across four countries. Almost all our impact will be delivered in partnership: with Ukrainian, Polish, Romanian and
Moldovan civil society organizations through a granting program that matches humanitarian action with capacity strengthening, and with peer international NGOs through a consortium in Ukraine. Mercy Corps is responding to the Ukraine with large-scale consortium programming with a focus on Multi-Purpose Cash Assistance (MPCA). The Consortium is a partnership between four international humanitarian aid agencies to model and deliver innovative, effective cash and other humanitarian assistance programs to support  affected people within Ukraine.

The Position
The Program Learning Manager will lead the knowledge management, learning, and research-related
activities of the Mercy Corps Ukraine Response. They will work with Mercy Corps’ Monitoring, Evaluation,
and Learning (MEL) staff to ensure data quality and donor compliance while leading their own Program
Learning Team (PLT). The PLT will develop and implement strategies and plans to capture, share, and
extend knowledge within the Ukraine Response – including among partners and other stakeholders at
the local, national, and international level.
This position will participate actively in defining program research agendas, lead on design and conduct
relevant research studies and assessments. The Program Learning Manager will also advise and
promote the management and appropriate sharing of internally generated information related to program
progress and impact measurement. They will encourage a culture of knowledge-sharing and collaborative
workflow and remind Mercy Corps teams of the importance of promoting a healthy information flow in a
knowledge-driven environment.
The position will likely require regular travel to the field, including partner implementation locations.

Essential Responsibilities
1. Monitoring & Evaluation (MEL) Systems and Implementation:
-Promote collaboration and knowledge sharing by defining, supporting and encouraging
the use of knowledge management platforms and communications among all employees.
-Liaise with Program and MEL staff to incorporate program learning, primarily from cash
and shelter/non-food item (NFI) distribution activities, in ongoing reports, presentations and
communications shared internally and at consortium level.
- Assist the implementation of MEL systems at several levels by providing support to fieldbased teams, reviewing the accuracy and quality of reports.
-Manage learning alerts to the program leadership and partners monthly, quarterly, and
annually as required.
- At the national and entire-response levels, manage the use of information to provide a
continuous flow of “knowledge”, enabling efficient and effective decision-making. Make sure the
system and information flow processes are working smoothly and learning is centralized and
easily accessible for decision-making.

2. Team Management & Strategic Leadership
- Manage a team of two: an Evaluation Advisor and Knowledge Management Officer.
Ensure proper task delegation, adequate supervision, completion of tasks and appropriate
support within the team.
- Recognize opportunities for innovative action and create an environment where
alternative viewpoints and lateral thinking are welcomed.
-Prioritize and organize actions and resources to achieve objectives and contribute to
program development and strategy.

3. Indicator Development and Reporting:
- Ensure that learning is reflected in new tool design and that indicators are contextualized
where possible and applicable.
- Incorporate learning sections in internal reports, donor reports as well as presentations
delivered by MEL.
- Ensure formatting, editing, and quality assurance on own work and the work of others.

4. Technical Support / Assistance to Partner Organizations:
- Assess, design, develop, and help implement best practices that support partner
organizational growth and capacity building.
- Conduct information needs/gap analyses to identify opportunities to improve knowledge,
skills, efficiency and information delivery to the Program and MEL teams, and for effective change
management.
- Capture learning by reviewing monthly partner reports and liaising with the MEL and
Program teams for feedback regarding data collection and reporting. This could be through
weekly meetings, email exchanges, and/or an informal reporting system.
- Provide direct assistance to partners in incorporating best practices and learning into their
routine data collection, analysis, and reporting work.
- Integrate learning from community feedback loops into reporting.

5. Develop and Implement Learning & Knowledge Management Strategy:
- Develop a new framework for Knowledge Management activities, including learning paths,
the collection of best practices and the execution of a change management plan.
-Establish and manage a learning platform where learning exercises and reports can be
stored, collated, and used for future reference.
- Identify impact of process or system changes on existing procedures.
- Work with Response MEL Managers and Program Performance and Quality (PaQ) Lead
to ensure that Program and MEL teams use the system effectively, including following up on
dissemination of findings and incorporating knowledge into future cycles of the program.
- Manage the online documentation process for multiple audiences, including Program staff
and field members requiring access to MEL files.

6. Capacity Building and Coordination
- Assess strategic learning needs for short- and mid-term and develop a capacity building
calendar to roll-out the learning system with partners.
- Utilize input from Program, MEL and Senior Management to plan, develop, customize and
implement appropriate materials, instructional content, and delivery mechanisms to achieve
maximum learning results for partners, Mercy Corps staff and third parties involved in
implementation.
- Identify training or process improvement opportunities and conduct training as needed.
- Facilitate learning workshops with all relevant stakeholders, progressively building their
independent learning capabilities.
- Identify and share creative, efficient, and effective ways to share learning and information,
engage audiences, and facilitate collaboration.

7. Evaluation Assessments
- Collage learning for all evaluations taking place throughout the program cycle, including
the Real Time Evaluation and Final Evaluation planned under the current cash distribution project
funded by USAID’s Bureau for Humanitarian Assistance (BHA).

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our
program participants, community partners, other stakeholders, and to international standards guiding

Minimum Qualification & Transferable Skills
Any skills you have gained through education, volunteer work, or life experience that are relevant for the

Required:
1. Academic degree in social sciences, mathematics, statistics, business, or any related fields.
2. Experience with program learning, knowledge or data management and implementing best
practices.
3. Experience writing, sharing, and presenting information for multiple audiences and in multiple
ways (reports, presentations, e-mails, technical specifications, proposals, etc.).
4. Strong analytical skills/capabilities and communication skills (verbal and written).
5. Language Skills: Working proficiency in English is required. Fluency in Ukrainian or Russian is
required.

Preferred
1. 4 years of experience in data compilation, reporting and analytics, utilizing data and analytics
tools.
2. Humanitarian experience within the current Ukraine context, preferably with international donors.
3. Experience in technical writing or creating training/instructional documentation.

Success Factors
The position requires high level skills in analysis and some experience in report writing, which will be
used to review consistent data, reporting, and technical briefs. Soft skills including leadership,
communication, coaching, mentoring, and teamwork are essential attributes of this role. The candidate
should be able to employ the use of traditional and digital learning approaches to develop and implement
innovative, creative, and effective ways to strategically capture and share technical knowledge, leverage
good practices, and improve the effectiveness of Mercy Corps programming in Ukraine, Poland,
Romania, and Moldova.
