The Position 

Tetra Tech is currently accepting expressions of interest from qualified Construction Quality Assurance (QA) Manager candidates for a USAID-funded infrastructure project to support reconstruction and recovery activities in Ukraine. The position is based in Ukraine and is contingent upon contract award.  The location for the position is Kyiv with travel throughout Ukraine expected. Remote meetings will also represent a regular part of the work week.

Main Duties 

• Supervise and support both the expatriate and local national QA staff within the Kyiv office 
• Provide QA, monitoring, and evaluation services as directed by the Chief of Party (COP) 
• Develop and implement performance monitoring tools 
• Observe construction in accordance with the specifications, drawings, and the QA Plan 
• Coordinate specific reach back engineering tasks with the US home office support staff as needed 
• Train, guide, and mentor QA staff in their day-to-day functions 

Qualifications 

• Minimum 10 years’ experience related to construction QA monitoring and evaluation in Ukraine 
• 5+ years’ experience providing construction QA for large and complex infrastructure projects in Ukraine  
• Experience establishing and implementing quality management programs for infrastructure projects 
• Engineering Degree is desirable but not required  
• Must be fluent in Ukrainian and have professional/working knowledge of English language
