Chemonics International, an international development consulting firm, seeks an Office Manager for a USAID/Office of Transition Initiatives (OTI)-funded Ukraine Confidence Building Initiative II (UCBI II). The position will be based in Kyiv, Ukraine.

UCBI II partners with Ukrainians to expand acceptance of a pluralistic civic identity based on common values while prioritizing programming that promotes unity, inclusion, and democratic reform in Ukraine. The program aims to: (1) Increase support for pluralistic national unity, and; (2) Strengthen public confidence in positive, democratic change.

The majority of UCBI II assistance is delivered as grants to local partners, including goods, services, and technical support. UCBI II works closely with a range of partners, including national and local civilian government entities, civil society organizations, media organizations, and community leaders to ensure that activities respond to local priorities and address underlying tensions.

Principal Duties and Responsibilities

  • The Office Manager will be responsible for supervising general office administration, human resource management, and the daily needs of office operations, including drafting personnel documents, lease agreements, service agreements, and other administrative responsibilities.
  • Submit operational expense projections to the F&A Director on a monthly basis.
  • Monitor administrative activities and ensure that project practices are in line with the policy manual and security procedures.
  • Collect employee references and biodata verification documents from potential short- and long-term labor under Operations and prepare biodata verification packages for F&A Director
  • Ensure all timesheets are filled out correctly by LCN office staff.
  • Make hotel and flight reservations for local and international staff, and consultants engaged as operational STTA as well as consultants under non-GUC TAP traveling to and within Ukraine.
  • Assist with maintenance of project electronic and hard copy filing system as well as operational procurement procedures, including identification of vendors, collection of price quotes, and documentation of the procurement process.
  • Procure office supplies, greet and assist visitors, and help schedule meetings and events.
  • Manage communications with the office landlord in Kyiv.
  • Prepare and verify TSA and taxi drivers’ logs.
  • Manage the petty cash account for the Kyiv office.
  • Maintain the office property inventory tracker.
  • Other duties as assigned by the Finance and Administration Director.

 Qualifications

  • University degree in a relevant field.
  • Minimum of two years of experience in an administrative capacity required.
  • Experience making logistical arrangements.
  • Experience supervising personnel required.
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, a professional judgment that communicates the established message of the program.
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions including international and local NGOs, local and national governmental entities, support organizations, and the general public.
  • Computer literacy required.
  • Fluent Ukrainian and Russian language, and proficient English language.

The position will be based in the Project’s Kyiv office with regional travel as dictated by the Project needs.
