Deloitte is seeking a qualified candidate to serve as an Operations and Finance Manager in support of the USAID State-Owned Enterprises (SOE) Reform Activity In Ukraine (Ukraine SOER). The position is full-time and will be based in Kyiv, Ukraine.
Project Background and Summary:
The purpose of the Ukraine SOER is to increase the effectiveness, transparency, accountability, and governance of Ukrainian SOEs, improve SOE governance, and advance the privatization of SOEs where appropriate. These objectives will assist to reduce opportunities for corruption of Ukrainian SOEs, increase private sector participation, and stimulate economic growth. Objectives to be achieved by this activity will include:
- SOE Mapping, Information, and Strategy.
- Reform Coordinating Mechanism (RCM) and Strategic Communications.
- Reviewing and Improving SOE Policies, Legislation, and Regulations.
- Facilitating SOE Privatization.
- Improving Corporate Governance and Management of SOEs.
Objective:
Operations and Finance Manager will provide support across all objectives through the fulfilment of responsibilities detailed below. The Operations and Finance Manager will identify issues and risks related to activities’ implementation in a timely manner and suggest appropriate adjustments.
Responsibilities:
- Provide strategic direction on all matters pertaining to the finance and operations, and contractual requirements including: finance and administration, staff development, compliance, security and risk management;
- Oversee and manage local finances, including but not limited to: making payments from petty cash, requesting advances from home office as needed, verifying the payment documentation and supervises the financial transactions related to the project imprest;
- Oversee the field finance and administration team, facilitate training and capacity building for staff;
- Manages time and expense reporting, finance, accounting and human resources policies, procedures and standards in alignment with USAID and Deloitte policies and procedures in country;
- Prepare quarterly accrual reports and burn rate projections for USAID and Deloitte, in coordination with the Home Office team;
- Contribute to required quarterly, annual, and ad hoc reports for USAID;
- Coordinate with home office and local project staff to align activities with project needs, e.g., sourcing and mobilizing expatriates, accurate and timely production of invoices, and responding to COR inquires;
- Assist the COP with reviewing SOWs’ for technical consultants and new subcontractors and ensuring budgetary compliance and integration of technical work across the program to support achievement of overall project results;
- Maintain compliance with all Deloitte and USAID procurement regulations;
- Conduct compliance tests to make sure all aspects of project management are in line with USAID and Deloitte requirements;
- Arrange logistics for travel, meetings, events, and workshops for Ukraine- and US-based staff members;
- Coordinate travel and itineraries for the project’s international consultants;
- Lead in the planning of large conferences, trainings, workshops, and events in Kyiv and other oblasts;
- Manage the implementation of project training/events, including some travel outside of Kyiv;
- Manage the procurement of goods and services in accordance with Deloitte and USAID policies/procedures;
- Manage document tracking, control and filing;
- Maintain project inventory tracker of project/USAID property;
- Assist in drafting program documents and communication pieces, complete data entry assignments and provide other programmatic support to technical staff members, where needed;
- Assist in providing all other ad hoc administrative support as required by project leadership;
- Oversee project registration related activities;
- Support project leaderships with any other ad hoc administrative/operations related tasks; and
- Prior experience working on USAID or other donor agency projects is preferred.
Requirements
- Bachelor’s degree.
- No less than four years of experience of working with the USAID projects will be an asset.
- Strong communication and negotiation skills.
- Ability to work in a team.
- Excellent planning and time management skills.
- Fluent Ukrainian and English
