Deloitte is seeking qualified candidates to serve as short-term Service Delivery Manager in support of the USAID/ Ukaid Health Reform Support (HRS).
Period of Performance: October 2021 – March 2022
Project Background and Summary:
The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve service delivery system at all levels.
Background/Objective
The Service Delivery Manager will provide technical expertise in law and health care administration related to the HRS activities.
Tasks:
- Support HRS activities related to the development of communication aids and tools;
- Develop communication documents (visually appealing leaflets, scripts and/or pamphlets, checklists etc.) Related to the improvement of providers’ outreach, and patient-centered communication;
- Coordinate collaboration with healthcare facilities in Donetsk and Luhansk regions, in order to disseminate communication materials and influence providers’ daily behavior change to overcome barriers in access to healthcare;
- Create presentations, database documents, reports, and other documents needed throughout the workflow;
- Develop close working relationships with local healthcare providers and other partners;
- Providing technical inputs into the development of technical documents;
- Drafting letters, replies, clarifications etc.;
- Other technical support as requested by the HRS;
- Respond proactively to requests by USAID Health Reform Support project;
- Provide other services upon common agreement.
Qualification requirements:
- Bachelor’s/Master’s Degree in Health Administration, Healthcare, Communication or relevant sphere;
- Understanding of Ukraine’s health system and reform concept;
- Knowledge of international best practices in public health and healthcare systems;
- No less than 2 years of proven work experience in Ukraine’s health system;
- Knowledge of communication techniques and patient-centered care concept;
- Experience of work with local health care providers, national and regional health care authorities;
- Excellent organizational skills;
- Good writing and communication skills in Ukrainian;
- Good command of English.
