Deloitte is seeking resumes of qualified candidates to serve as a Primary Health Care (PHC) Activity Manager in support of USAID-funded project ‘Health Reform Support’. This is a full-time position, based in Kyiv, Ukraine.
- Project Summary:
The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reform, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
- Objectives
The PHC Activity Manager will provide technical support and coordinate related activities targeted at operational transformation of the PHC Centers under the new financing model at the local level.
- Responsibilities
The responsibilities of the PHC Activity Manager will include but will not be limited to the following:
- Provide technical support to selected primary health care (PHC) providers in building Centers of Excellence (operational transformation):
- Collect and analyses regional PHC related data;
- Conduct training for PHC management teams on PHC strategic planning, management, M&E system development, marketing and service improvement in the context of healthcare reform;
- Coordinate training for PHC medical teams (general practitioners) in implementation the new clinical guidelines;
- Coordinate Legal support to selected PHC providers in functioning as a non-for-profit enterprises under the new financial model;
- Support in assessment of available local PHC network and develop recommendations on building an effective network of PHC facilities;
- Support in management of PHC group practice and human resources;
- Coordinate an assessment of available medical commodities and equipment for PHC center;
- Assistance in creating of strategic plan of local PHC center development;
- Support in investment plan development for local PHC center;
- Coordinate development of operational and assessment tools for PHC management team to improve quality of service and clients’ satisfaction;
- Provide technical assistance and guidance for PHC providers in the implementation of all project activities according to the work plan;
- Coordinate capacity building activities on PHC management for local PHC centers and authorities;
- Develop close working relationships with national and local partners;
- Support PHC – related policy making and operational guidelines development;
- Conduct periodic diagnostic assessments, monitoring, and evaluation of the PHC reforms implementation;
- Plan, schedule, and logistically facilitate the execution and implementation of activities in the Project work plan;
- Respond proactively to requests by USAID and other project team members;
- Perform other tasks as required by project leadership;
- Qualification requirements:
- Master’s Degree in Medicine, Healthcare administration, Management, Business administration, Public health, Economics, Finance or other related disciplines;
- 3+ years of relevant professional experience in healthcare financing, administration or public health;
- Proven experience in management and program planning;
- Strong management and planning skills of project tasks and budget;
- Demonstrated leadership and teamwork and ability produce high quality work in a timely, cost effective manner;
- Excellent organizational skills;
- Ability and strong desire to travel to distant locations across Ukraine;
- Excellent interpersonal communicational skills;
- Fluent Ukrainian and fluency in English will be preferred.
