The Position 

Tetra Tech is seeking candidates for an Engineering Services Manager position for an anticipated USAID-funded infrastructure project to support reconstruction and recovery activities in Ukraine. The Engineering Services Manager provides leadership for planning, design, commissioning, and related A-E services across multiple sectors (energy, vertical structures, transportation, water/sanitation). The position is based in Ukraine and is contingent upon contract award.  The location for the position is Kyiv with potential travel throughout Ukraine. 

Main Duties 

  • Provide direct oversight, mentoring and guidance to expat and local engineering and technical staff   
  • Assist COP and DCOP in planning, organizing, leading and controlling allocated resources of technical teams 
  • Monitor timeliness, cost and quality of all activities performed 
  • Oversee the preparation and submission of program and technical reports  
  • Provide input to the development of innovative approaches to non-routine, non-recurring work requests based on acquired expertise and knowledge of organizational philosophy and personnel capabilities 
  • Identify and assist with allocating manpower and resources to ensure completion of established objectives within budgetary and schedule guidelines while upholding high technical standards 
  • Support recruitment of long- and short-term technical expatriate (expat) and collaborating country national (CCN) staff 
  • Conduct employee performance reviews and disciplinary actions as needed 
  • Liaise with client and other stakeholders in support of program engineering objectives. In this capacity the Manager is expected to maintain a high level of involvement and situational awareness of all projects that require engineering oversight 
  • Other duties as assigned 

Qualifications 

  • Minimum 10 years’ experience related to engineering planning, design, commissioning and related services  
  • 5+ years’ experience leading delivery of engineering services for large and complex infrastructure projects in international settings 
  • A Bachelor of Science degree or higher in engineering or a related field 
  • Registered Professional Engineer in the US or international equivalent 
  • Prior experience working in post-conflict settings with similar conditions to Ukraine 
  • Previous experience working on USAID or other relevant donor funded projects is preferred  
  • Demonstrated ability to lead integrated team of engineers, scientists, and technicians, and cross-cutting specialists 
  • A proven record of excellent management, administrative and organizational skills. 
  • Fluency in English, Ukrainian language skills a plus
