The Position 

Tetra Tech is seeking candidates for a Government Liaison position for an anticipated USAID-funded infrastructure project to support reconstruction and recovery activities in Ukraine. The Government Liaison will support the Chief of Party and the project team in ensuring program activities are well communicated and well-coordinated with Government of Ukraine ministries to promote overall success of the program. The position is based in Ukraine and is contingent upon contract award.  

Duties 

• Support the COP in coordinating with Government of Ukraine Ministries, USAID, international donors, and other stakeholders to ensure that they are informed on issues or concerns that could affect project implementation and to promote consensus building 
• Under the direction of COP meet with USAID/Ukraine and other stakeholders in the office and at field locations 
• Gather and synthesize government and stakeholder’s data and information to support informed decision-making and strategy  
• Support project’s communications including briefings, presentations, and reporting  
• Coordinate with home office on related stakeholder engagement, communication, and reporting  

Qualifications 

• Bachelor’s degree or higher in international development, management, law or related field 
• 7 years of experience in stakeholder engagement, liaison, or coordination with national, regional, and international organizations active in Ukraine 
• Familiarity with the infrastructure sectors in Ukraine, and understanding of the political, social, and cultural context 
• Experience working on USAID or other relevant donor funded projects is preferred  
• Preference for individuals who have worked with Ukrainian national or municipal government, the media and/or with civil society. 
• Must be fluent in Ukrainian and have professional/working knowledge of English language
