Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighbouring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021.
In addition, the country faces losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain life-line and key basic services, followed by removal or mines and explosives as well as debris.
Job Purpose and Organizational Context
Preventing deep-set reversals in development progress is why UNDP has launched a comprehensive programme to support the Government of Ukraine and UN-led humanitarian and crisis response. The UNDP Ukraine Resilience Building and Recovery Framework (RBRF) is grounded in working in partnership with sister UN entities and beyond. The Regional Development Programme (RDP) directly contributes to the achievement of RBRF’s key outcomes, while organizationally it is an integral part of a larger Inclusive Development Recovery and Peacebuilding Portfolio (IDRPB).
Targeting primarily the sub-national (oblast) and local (territorial community, city, or settlement) levels, the RDP outlines the responses to the multi-dimensional challenges faced by the Ukrainian communities, through their decentralized authorities, to manage effectively and efficiently early and post-recovery planning and implementation, while fostering sustained momentum around SDGs implementation and ensuring that the needs and experiences of women and men from all groups of society, especially the most vulnerable, are accounted for in this process. In this context, United Nations Development Programme is recruiting a professional with relevant experience and track record for the position of Community Development Associate. The Community Development Associate will work under the matrix arrangement allocating his/her working time to projects implemented as part of the Regional Development Programme (hereinafter — the IDRPB-Regional Development projects). The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance to discriminatory and abusive behavior, including sexual harassment, sexual exploitation and abuse.
Duties and Responsibilities
The Community Development Associate will work under the the strategic guidance of the Regional Development Programme Manager and under the direct supervision of strong day-to-day coordination with the Participatory Governance & Community Engagement Specialist.
I. Mobilize local stakeholders to enable them to act as partners in sustainable regional and local development through:
- Establish and maintain working relations with the IDRPB-Regional Development project’s partners at sub-national and local levels, including but not limited to regional/local authorities, CSOs, BMOs, etc.;
- Organize and implement community mobilization and capacity-building activities/events, including but not limited to local development forums, regional and inter-regional conferences, stakeholder engagement workshops, etc.
- Support various assessments aimed to identify local needs, priorities, and initiatives integrated into regional and local recovery and development strategies and plans;
- Support the establishment of cross-sectoral partnerships for the implementation of local initiatives contributing to the regional and local recovery and development strategies and plans as well as UNDP’s programmatic objectives;
- Facilitate collaborations between the public administrations and multiple stakeholders within IDRPB-Regional Development projects and beyond.
II. Support the implementation and monitoring of the IDRPB-Regional Development Projects through:
- Provide guidance and advisory support to the supported regional and local authorities and their partners on matters related to the implementation of IDRPB-Regional Development projects;
- Ensure in-field monitoring of grant agreement implementation by the IDRPB-Regional Development projects’ grantees and timely report on deviations from their implementation schedule;
- Ensure cooperation with supported local communities to design sustainable strategies for putting in operations and maintenance of facilities and/or services created or improved within the IDRPB-Regional Development projects;
- Contribute to the preparation and holding the events (seminars, training, workshops, conferences, etc.) as per the IDRPB-Regional Development projects’ implementation plans;
- Contribute to the preparation of the IDRPB-Regional Development projects’ progress reports, and other reports as required;
- Promote IDRPB-Regional Development projects and UNDP by providing substantive inputs for the development of communication materials and ensure their effective dissemination;
- Assist with preparation and provide comprehensive support to various monitoring missions and donor visits.
III. Contribute to knowledge management and information sharing in the UNDP country office through:
- Identify and share the best practices and lessons learned from the implemented local initiatives;
- Contribute to knowledge networks and communities of practice where applicable;
- Proactively share information with the IDRPB team and UNDP country office;
- Perform other duties as assigned by the supervisor, and UNDP Ukraine Leadership.

Required Skills and Experience Education:
- High School diploma or Bachelor’s degree in Social Sciences, Law, International Relations, Political Science or other relevant areas.
Experience:
- Minimum 6 years with High School diploma or 3 years with bachelor’s degree of experience in the areas of social mobilization, community development;
- Experience of work with local government and non-government organizations is required.
Desired skills:
- Good knowledge of standard operating procedure of UN/DP/Development Organizations/Public Sector etc. is highly desirable;
- Experience in organizing UN/Development organization/Public Sector or International events and experience with using computer-based system is an asset;
- Experience in the Ukrainian state or commercial sectors in the area of municipal development will be an asset;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) is an asset.
Language requirements:
- Fluency in Ukrainian language is required and working knowledge of English is an asset.
