ОПИС ПОСАДИ

Менеджер проектів буде частиною програми Terre des hommes в Україні, що відповідає за загальну реалізацію та координацію діяльності проекту та звітних зобов’язань, а також встановлення та налагодження партнерських відносин з місцевими, національними та міжнародними зацікавленими сторонами.

ОСНОВНІ ОБОВ’ЯЗКИ

• Під керівництвом та за погодженням із заступником директора делегації визначає напрямок реалізації програми з реагування на надзвичайні ситуації;
• Бере участь у визначенні оперативних потреб населення, якому надає допомогу Tdh;
• Наглядає за реалізацією проекту, включаючи синергію з іншими програмними компонентами організації в Україні;
• Сприяє розробці звітів про оцінку, що базуються на фактичних даних, ситуаційному аналізі;
• Забезпечує високу якость реалізації проекту відповідно до вимог донорів та Tdh, а також відповідно до узгоджених логічних схем/показників, бюджетів, планів закупівель та робочих планів;
• Несе загальну відповідальність за якість проектів, включаючи регулярний моніторинг, візити на місця та навчання;
• Виявляє та моніторить ризики, обмеження або ескалації проблем;
• Регулярно виїздить на місця для моніторингу діяльності та її якості відповідно до пропозицій та у взаємодії з відділом моніторингу та оцінки;
• Готує щотижневі, щомісячні та щоквартальні внутрішні та зовнішні звіти за запитом;
• Забезпечення своєчасного та якісного виконання всіх проектних заходів відповідно до стандартів програми Tdh та у повній відповідності до всіх вимог донорів, зазначених у проектних контрактах;
• Розробляє та підтримує план заходів, регулярно звітує про виконання проекту;
• Забезпечує належне фінансове управління проектом та доступними для нього коштами; гарантує щомісячне відстеження бюджетів; 
• Виступає в якості розпорядника бюджету проекту;
• Виступає контактною особою для всіх комунікацій, пов’язаних з діяльністю проекту, із зовнішніми експертами, партнерськими організаціями та іншими зацікавленими сторонами, а також забезпечує безперебійну та керовану співпрацю з партнерами, включаючи підписання угод з усіма визначеними партнерами проекту, за необхідності;
• Регулярно контролює своєчасне виконання всіх заходів за напрямками проекту на основі системи моніторингу та оцінки ;
• Регулярно складає звіти за проектом відповідно до узгодженого графіку та формату звітності, на основі системи моніторингу та оцінки, розробленої та контрольованої спеціалістом з моніторингу та оцінки Tdh;
• Координує та контролює виконання заходів проекту на всіх рівнях.
• Забезпечує контрактні домовленості з партнерами, якщо такі є;
• Забезпечує укладання контрактів та належне управління ними для місцевих заходів та консультацій
• Допомагає забезпечити правильний потік оперативної інформації в межах команди проекту та гарантує, що всі місцеві адміністративні/логістичні/фінансові обов’язки відповідають місцевим процесам Tdh країни;
• Здійснює управління та розвиток команди проекту.

ВАШ ПРОФІЛЬ 

Освіта / кваліфікація:

Вища освіта (магістр або еквівалент); 
 досвід роботи у сфері прав дитини та захисту дітей, міграції, ювенальної юстиції, програм соціальної інтеграції є перевагою.

Досвід роботи: 
 Мінімум 3 роки досвіду в управлінні проектами, включаючи розробку проекту, підготовку, реалізацію, моніторинг та оцінку, управління бюджетом та управління ризиками; бажано в міжнародній неурядовій організації;

Знання мов:

• Вільне володіння українською та англійською мовами є обов’язковим.

Знання ІТ:

• Досвід у користуванні такими комп’ютерними програмами, як Microsoft Office, знання пакету баз даних MS Excel.

WHAT WE DO, IN EUROPE AND UKRAINE

Terre des hommes (Tdh) is the leading Swiss organisation for children’s aid. Since 1960, Tdh has helped build a better future for children and youth, especially those most exposed to risks, making an impact with innovative and sustainable solutions. Active in more than 30 countries, Tdh works with its own teams and/or local and international partners to develop and implement field projects which significantly improve the daily lives of over four million children and members of their communities every year, with a focus on mother and child health, migration, and access to justice for children. 

In Europe, Tdh strives to ensure the full realisation of children’s rights, equally and without discrimination. We are present in Albania, Kosovo, Moldova, Romania, Ukraine, Hungary, and Greece, while together with partners, we reach children in other 14 European countries. 

Tdh started operations in Ukraine in 2015 and operated until February 2022 through 2 operational offices in Mariupol and Sievierodonetsk, while maintaining a coordination/representation office in Kyiv. Following the Invasion of Ukraine by the Russian Federation Army, the Tdh team has relocated in Ivano Frankivsk, where it started operations for the area of West Ukraine, which is the first operational base for the response to the current humanitarian crisis. The organization is aiming to operate in the Kyiv and surrounding areas and potentially in East Ukraine. We are providing various services to children, youth and their families in the conflict affected area, with a strong focus on psychosocial support.

ROLE DESCRIPTION 

The Project Manager will be part of Emergency Program of Terre des hommes in Ukraine in charge of the overall implementation and coordination of the project’s activities and reporting obligations, as well as the establishment and nurturing of partnering relations with local, national and international stakeholders.

MAIN RESPONSIBILITIES

• Under the guidance and approval of Deputy Country Director, defines the direction for programme implementation on Emergency Response
• Takes part in the definition of operational needs of the population that TDH assists
• Supervise project implementation, including synergies with the other programme components of the organization in Ukraine
• Contribute to development of evidence-based assessment reports, situational analysis
• Ensure high quality project implementation in accordance with donor and TDH regulations as well as in line with agreed log frames/indicators, budgets, procurement plans, and work plans
• Take overall responsibility for the quality of the Projects including regular monitoring, field visits and learning
• Identify and monitor risks, constraints or escalating issues and inform senior management accordingly 
• Regular field visits to monitor the activities and their quality in compliance with proposals and in liaison with M&E department
• Produce weekly, monthly and quarterly internal and external reports as requested 
• Ensure all project activities are implemented on a timely and quality manner in accordance with Tdh programme standards and in full compliance with all donor requirements as specified in projects contract.
• Develop and maintain plan of activities in collaboration with the DCD, on regular basis, about the performance of the project. 
• Ensures the correct financial management of the project and the funds available for it; Guarantees a monthly tracking of budgets; 
• Acts as Budget Holder for the Projects
• Serve as a contact person for all communications related to project activities with, external experts, partner organizations and other stakeholders and ensures that collaboration with partners is smooth and managed, including the signing of agreements with all designated partners of the project as necessary.
• Regularly monitor the timely implementation of all activities in the project areas based on the Monitoring and Evaluation (M&E) system;  
• Regularly compiles project reports as per agreed reporting schedule and the format of reporting, based on M&E system designed and overseen by Tdh M&E Specialist;  
• Coordinates and oversees execution of the project’s activities on all the levels and by the Project staff
• Ensures contractual arrangements with partners if any;
• Ensures contractual arrangements and their proper management for local activities and consultancies
• Helps to ensure the correct flow of operational information within the Project team and ensures that all local administrative/logistic/finance responsibilities are in line with country’s TDH processes;
• Manage and develop the project team.

YOUR PROFILE 

Education / Qualifications:  University degree (Master’s or equivalent) from an accredited educational institution in a relevant field; Expertise in the field of child rights and child protection, migration, juvenile justice, social inclusion programs is an assest.

Experience:   Minimum 3 years of experience in project management including project designing, logical framework preparation, implementation, monitoring & evaluation, budget management and risk management; preferably with an international non-governmental organization;

Sound knowledge of international donors procedures

Ability to build effective working relationships, inspiring confidence with staff, volunteers and other stakeholders; Excellent reporting writing skills; Strong analytical skills; Experience in developing and administering project budget; Very good organizational skills and attention to detail; Ability to uphold high standards and punctuality under pressure.

Langues: Very good oral and written skills in English and Ukrainian.

IT Knowledge: Fully conversant with usual IT tools.
