Notably, nearly all our programming is delivered in partnership with civil society organizations matching humanitarian action with capacity strengthening and a real commitment to localization.

The Program/Department Summary:

Since July 2023, with support from SDC, Mercy Corps (MC), in partnership with Helvetas Swiss Intercooperation, Right to Protection (R2P), and Joint Emergency Response for Ukraine (JERU led by Welthungerhilfe – WHH) have been implementing the “Ukraine Economic Resilience Programme” (ERP) which aims to stabilise livelihoods of IDPs and the conflict-affected population and reduce reliance on cash and in-kind support. ERP contributes to stabilization of livelihoods and improved resilience for IDPs and conflict-affected individuals. In line with direct investments to support self-employment opportunities, SME and agriculture sectors, ERP works as an adaptive response mechanism and adjusts programming according to ongoing analysis of the context and potentially changing needs.

General Position Summary:

The Program Manager is responsible for leading on all the components of the Economic Resilience Program (ERP) and ensure that its goal is realized. He/She is primarily responsible for the efficiency and effectiveness of ERP’s actions and for steering the direction of the program through its various operating environments, geographical and institutional. He/She should at the same time promote Mercy Corps values through various entry points in the project and preserve staff moral and enthusiasm for ERP work.

Led by Mercy Corps, ERP Consortium also includes partners (both international and national): Helvetas, Welthungerhilfe (WHH)/JERU, and Right to Protect (R2P). The Consortium requires strong leadership and coordination function in order to operate effectively and deliver livelihoods assistance to war-affected people and SMEs.

The Program Manager also serves as a strong team leader for the consortium as a whole, represents the interests of the partnership, and ensures it is working effectively and efficiently across member agencies. In addition, the Program Manager supports the Consortium partnership in reviewing the central coordination role and redesigning it as needed to ensure sustainability and respond to further opportunities.

S/he will be an effective communicator with exceptional team building and coordination skills. S/he is responsible for managing the relationship between the four NGO partners and implementing common tools and methodologies for the assistance provision, elaborate joint selection criteria of the grantees, etc. Additionally, Program Manager will lead development of joint progress update reports by coordinating with all partners involved, collecting needed inputs and consolidating them. S/he is detail-oriented with excellent planning skills. S/he will also be experienced in networking and donor representation.

The Program Manager will provide operational leadership to the consortium. S/he will organize consortium set up, contribute to its further development, manage the consortium operational unit, support the steering committee, work on programme planning, progress update and strategic development workshops, work with the partners to share S/he will additionally secure connection between the Consortium Operational Unit and the Steering Committee.

Essential Responsibilities

Safeguarding Responsibilities

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Main Responsibilities

  • Develop and manage strategic direction of ERP operations in accordance with the project targets.
  • Provide leadership and team building for ERP staff.
  • Develop in-depth understanding of local context, participating in activities under all the program components, that include SME and agriculture support, self-employment and research activities.
  • Ensure all staff follow job descriptions and that their job descriptions contribute to the development of the program.
  • Supervise the work of partner organizations and evaluate interim and final reports submitted by them (including financial monitoring of expenses).
  • Manage the Program budget.
  • Prepare regular progress reports of the ERP’s achievements.
  • Ensure program resources used effectively and efficiently.
  • Develop and maintain linkages with all key stakeholders and ensure their involvement.
  • Coordinate the functioning of ERP’s monitoring and data management systems.
  • Participate in the elaboration of program implementation tools.
  • Maintain good working relations within Mercy Corps and other organizations in the area of responsibility.
  • Cooperate with UN agencies, INGO’s and national NGO’s as needed.
  • Follow all Mercy Corps policies and procedures.
  • Perform other duties as assigned.
Consortium level

Strategy and Vision

  • Maintain strategic vision and provide the operational leadership for the Consortium.
  • Assist the Consortium in planning its own development and in seeking funding support for its growth. Assist Mercy Corps in redefining the role in order to be more sustainable.
  • Recognize and lead opportunities for innovative action with the Consortium.
  • Maintain implementation momentum by consolidating implementation strategies and plans.
  • Develop and organize activities to secure resources for programs and convince stakeholders to provide support.
  • Develop and manage a clear system for tracking and reporting against deliverables.
  • Maintain strong and transparent communication with consortium partners.

Program Leadership

  • Provide leadership to increase coordination, collaboration, communication and harmonization of Consortium programming.
  • Build consensus around a common vision of what shared success for the Consortium looks like, including development and tracking of appropriate indicators.
  • Build consensus around priorities to improve the delivery of assistance and to make program strategies and frameworks consistent across the ERP Consortium.
  • Oversight to ensure the Consortium is able to meet donor and internal obligations on scope, time and budget, including efficient coordination on common program, operational and funding issues.
  • Facilitate sharing and learning across partner agencies to incorporate ongoing learning from ERP activities.
  • Engage the Steering Committee in ongoing contextual analysis that enables ERP activities to adapt to significant changes in the evolving context in Ukraine.
  • Create and maintain systems to ensure efficient and transparent capture of program data for management decision-making and timely and informative internal and external reporting.
  • In coordination with the Steering Committee engage in representation with donors, international and local NGOs and networks.
  • Participate in shaping policy positions and advocacy messages for ERP Consortium.

 Program Management

  • Manage the contractual agreements with partners and Mercy Corps.
  • Manage a new Consortium Management Unit/Project Management Committee according to the new protocols which shall be established within ERP.
  • Carry out all duties needed for smooth functioning of the new Steering Сommittee of the ERP Consortium.
  • Organize regular progress update meetings with the partners, strategic planning workshops and other events needed for ensuring coordinated approach during the project implementation.
  • Perform other tasks as requested by the ERP Steering Committee.
Supervisory Responsibility Line Manages: SME Support Coordinator, Self-Employment Coordinator, Sr. Partnerships Officer
Accountability
Reports Directly To: Resilience Program Lead – Dnipro

Works Directly With: Director of Programmes, TSU, Crisis Analytics Team, MEL, CARM and Partnerships teams, Finance Director, HR Director, Operations Director.

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills
  • Advanced university degree in economics, public/business administration, or other related field.
  • Proven practical knowledge of the project cycle management.
  • Knowledge of resilience, early recovery and livelihoods interventions in Ukrainian context, good understanding of possible durable solutions for conflict-affected population.
  • At least 10 years of overall working experience, at least 5 years of work experience within an international humanitarian/development organization.
  • At least 3 years of experience in managing multi-functional teams; Proven experience in development and management of grant-making programs.
  • Certification in Market Systems Development (e.g. from Springfield Centre) will be an advantage.
  • Small business / micro-finance / budget management qualification will be an advantage.
  • Excellent communication, presentation and reporting skills.
  • Full working proficiency in both oral and written English and Ukrainian.
  • Proficiency in Microsoft Office programs.
  • Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.
  • Knowledge of Sphere standards and other training in humanitarian response preferred.

Success Factors:

The successful candidate will demonstrate high-level communication skills, effectively conveying ideas and collaborating with colleagues and stakeholders. Strong time management and prioritisation abilities will be essential for handling multiple tasks efficiently while maintaining productivity. Effective interpersonal skills will enable the candidate to build and maintain professional relationships, fostering a positive and collaborative work environment. A keen attention to detail will ensure accuracy and precision in all aspects of the role. While self-motivation and the capacity to work independently are essential, the ability to collaborate effectively within a team is equally important. The ideal candidate will possess a solutions-oriented mindset with a strong focus on achieving results, ensuring the ability to analyse challenges and implement effective solutions independently.
