Learn to Discern in Education (L2D-Ed) is implemented by IREX with the support of the US Embassy in Ukraine and other partners. L2D-Ed aims to strengthen Ukrainian teachers’ and students’ resilience to disinformation and manipulation by enhancing their critical information engagement skills, and to create demand for high-quality information in the Ukrainian secondary education system at large. The project involves developing and training teachers with educational media literacy materials, conducting research, and delivering training for other target audiences (university professors, civil servants, representatives of local governments, etc.).
The Synthetic Media Literacy to Digital Safety (SML2DS) program will be implemented by IREX with the support of the partner. SML2DS aims to combat manipulative information, divisive narratives, and distortion tactics by training Ukrainian secondary-school teachers, students, caregivers, and education stakeholders to become more discerning and skeptical of synthetic content from malign actors. Synthetic media – media content that is fully or partially generated or modified using Artificial Intelligence (AI) – yields unique challenges and opportunities in the information space.
IREX is looking for a Monitoring, Evaluation, and Learning (MEL) Manager who will lead the L2D-Ed and SML2DS programs’ monitoring and evaluation efforts and track their efficiency. The MEL Manager will take ownership of all daily MEL activities, including evaluation surveys, data analysis and research studies, communications with contractors and program team members, and preparing reports and presentations for funders and stakeholders.

Your Background & Skills
- Bachelor’s degree in statistics, public policy, international development, economics, social sciences, mathematics, psychology, data science, or related field or a master’s degree and 6 years of experience.
- Minimum of 7+ years of relevant experience in a MEL position supporting the execution of MEL activities on international development projects.
- Expertise in developing and managing MEL systems and instruments.
- Experience with data quality assessments and oversight.
- Knowledge of the major evaluation and research methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies are required.
- Experience planning and managing surveys, including the development of data collection tools from scratch.
- Extensive knowledge of data cleaning guidelines and processes.
- Experience in creating online survey forms in MS Forms, Alchemer, or similar tools.
- Proficiency with Microsoft Office (Excel, PowerPoint, Word, and Outlook).
- Knowledge of analytical software and data visualization tools. Knowledge of SPSS will be a plus.
- Familiarity with procedures for donor reporting.
- Ability to meet deadlines and manage multiple tasks.
- Demonstrated high attention to detail.
- Strong problem-solving skills and demonstrated flexibility to meet program outcomes.
- Strong representational and organizational skills.
- Strong written and spoken command of English and Ukrainian.

Your Daily Tasks
- Lead the design and implementation of complex evaluations, special studies, and assessments.
- Design methodology and tools for a variety of evaluation studies and impact research.
- Design Monitoring, Evaluation, and Learning (MEL) Plans manage the approved MEL Plans and facilitate updates to current MEL Plans as appropriate in cooperation with program management and staff.
- Establish and maintain a knowledge management system for MEL-related resources, reports, and data and ensure that lessons learned, best practices, and research findings documented and easily accessible to inform future programming and decision-making.
- Lead systematic data collection and analysis of progress toward Activity key performance indicators.
- Regularly review the program’s data collection processes, performing data quality assessments and adjusting as needed.
- Develop data collection instruments and flows to ensure data integrity and validity at the output and outcome levels.
- Analyze M&E data and results to determine the impact of program activities and progress toward achieving goals and objectives. Use the analyzed data to produce internal reports and research.
- Coordinate and manage external evaluations conducted by third-party firms or consultants, ensuring they align with program objectives and adhere to quality standards.
- Prepare data summaries, analyses, visualizations, and reports, and review the results and learning sections of program reports in collaboration with program staff.
- Apply a Gender Equality and Social Inclusion (GESI) lens to the project’s M&E.
- Lead development and implementation of the program’s learning agenda and activities to ensure continued programmatic improvements and iteration, including after-action reviews, data reviews, and learning retrospectives using IREX templates.
- Seek ways to streamline processes and increase efficiency in gathering and using performance information to maximize program impact and development of media literacy skills.
- Ensure compliance with ethical standards and data protection protocols in all aspects of data collection, storage, and analysis.
- Oversee work of MEL consultants and contractors. Organize procurement processes for MEL needs. Ensure the quality of submitted deliverables.
- Serves as point of contact for all communication regarding MEL.
- Represent IREX to external stakeholders as needed by speaking about program initiatives and MEL.
- Support the development of written communications by drafting, approving, and sending correspondence.
- Through use of IREX HR processes, develop and maintain supervisory systems including performance management, review and support as needed.
- Support proposals for new business with MEL data as needed.
- Oversee work of MEL consultants and contractors. Organize procurement processes for MEL needs. Ensure the quality of submitted deliverables.
- Coordinate and manage external evaluations conducted by third-party firms or consultants, ensuring they align with program objectives and adhere to quality standards.
- Collaborate with team members on all matters related to MEL.
- Delegate relevant work and provide clear and measurable guidance.
- Proactively seek feedback from team members and use information to make informed, relevant decisions for the program.
- Partner with team members to co-create solutions, solve problems, and devise action plans.
- Other support duties as needed.
