1.               JOB PURPOSE

The role of the Security Advisor is to ensure the safety and security of WHFP personnel and assets while enabling WHFP to conduct its operations safely. The Security Advisor will play a key role in implementing the security framework in which the Organisation will operate in response to the various contexts under the brief. With a mindset driven by a duty of care to staff at all levels.

2.               KEY TASKS PERSON SPECIFICATION

As directed by the Executive Director, the Security Advisor will be responsible for the following duties:

Key Result 1 - Support the implementation of WHFP minimum operating security standards (MOSS) (50%).

  • Working with the programme team conducts a security risk assessment against proposed areas of intervention;
  • Creates a country risk assessment, risk treatment plans, and monitoring systems, and evaluates the consequences of risk and risk treatment plans;
  • Leads security planning and organising for missions in the field;
  • Monitors change in context across programme locations and triggers for mitigation;
  • Provides timely reporting and alerts internally / externally on security issues;
  • Overseas the provision of duty of care of all WHFP staff on duty travel;
  • Oversees and coordinates security plan updates, ensuring maintenance of realistic and current risk assessments, mitigation measures, and contingency plans;
  • Ensures risk assessments for all new projects or emergency response locations are conducted accurately and timely;
  • Identifies training opportunities for staff and ensures staff has adequate time to engage in appropriate level training opportunities;
  • Provides a weekly security update, written or verbal, to all staff; and
  • Provide in-country surge capacity for fields when required.

  Key Result 2 – Influence and Leadership (25%).

 Provide technical advice and support to the Executive Director;

  • Train, coach, and mentor WHFP staff at all levels on integrated security and leadership development to strengthen their skills in their professional area; and
  • Represent WHFP externally in interagency security forums.

 Key Result 3 – Incident Management (25%).

 Provide early warning updates and mitigation expertise to Executive Director;

  • Manage the initial incident impact on staff and programme activity;
  • Support the Executive Director with incident response, reporting and post-incident action and follow-up; and
  • Embed, monitor and report on all incidents that directly impact WHFP.

1) Competencies

  • Advanced university degree in social or political sciences, international relations, law, or security-related field, is
  • A first-level university degree combined with three additional years of qualifying experience in NGO security, military, police, or security management may be accepted instead of the advanced university
  • A first level of a university degree may be substituted with a diploma or certification from national police or military academy (for commissioned officers), which may be considered in combination with three additional years of qualifying work experience in NGO, military, or police or security
  • Certifications involving study, training, and examination in the security field are

3) Work Experience

A minimum of three years of progressively responsible professional experience in NGO, governmental, or corporate security risk management and operations at the international level is

  • Experience in high-risk environments is

  • Professional work experience outside of Ukraine is

4) Assessment

Evaluation of qualified candidates may include a desk review and an assessment exercise, followed by a competency-based interview.

BACKGROUND

Woman Health & Family Planning” Charity Foundation / WHFP is a non-government organisation consistently and actively working for 20 years in the field of reproductive health, strengthening, and protecting of reproductive rights of Ukrainian people, effectively conducting preventive work, implementing public information campaigns, advocacy events, research, as well as training for medical professionals.

 VISION

Ukrainian society endorses equal rights and non-discrimination; everyone is aware of their responsibility for their own reproductive and sexual health, and every child is born wanted and healthy. The health care system is efficient, transparent, and accountable, providing high-quality, safe and affordable SRHR services.

 MISSION

We work for the protection of sexual and reproductive health and rights in Ukraine through advocacy, information, education, and development of activists’ and volunteers’ networks.

Post Overview

The aim of the role is multifaceted but can be broken down into three distinct areas. Firstly, developing security risk assessments as part of the initial programme decision-making process. Secondly, devising a full suite of security plans and procedures, and finally, ensuring that there is the capacity with WHFP to manage and take forward security needs within the agreed programming portfolio.

Purpose

The purpose of the security advisor is to provide both practical and technical advice, systems, and reporting to the Executive Director, management team and staff.

Security Advisor Objectives

  1. Working with the project team to produce a location-specific security risk assessment as part of the initial programme decision-making process
  2. Develop and train WHFP Senior Leadership on their and the organisation’s Duty of Care responsibility, including developing an accountability tree.
  3. Formulate a suite of country-level security documentation – Security Policy and Security Plan, Standard Operating Procedures, Contingency Plans, and Guidelines (as required)
  4. Devise and roll out training modules to ensure that all sections of the Security Plan are understood and built into a culture of safety and security across the programme.
  5. Develop and train the WHFP senior Leadership team on major incident management.
  6. Devise, implement and train on a safety and security incident reporting mechanism across the WHFP team.

  • Initial location-specific Risk Assessments and mitigation strategies.
  • Training needs assessment
