 Title:Project manager for Ukraine

Type of contract:  Consultant – Competitive salary

Contract duration: 1 year (Renewable)

Work time:Full-time position (40 hours per week)

Reporting to: Country Representative in Ukraine

Technical supervision line: GSF Senior Advisor

Location: Ukraine, home based (ideally in Kyiv), with in-country travel

Background

The Global Survivors Fund (“GSF”) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, Nobel Peace Prize laureates 2018. Its mission is to enhance access to reparation for survivors of conflict-related sexual violence (CRVS) around the globe, thus responding to a gap long identified by survivors. GSF acts to provide interim reparative measures in situations where states or other parties are unable or unwilling to meet their responsibilities. GSF advocates for duty bearers as well as the international community to develop reparation programmes. It also guides states and civil society by providing expertise and technical support for designing reparation programmes. GSF’s unique co-creation model and survivor- centric approach are the cornerstone of its work.

The Project

GSF and the Dr Denis Mukwege Foundation have signed a Memorandum of Understanding with the Service of the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine and the Government Commissioner for Gender Equality Policy to enhance access to reparations for survivors of CRSV in Ukraine through holistic care and access to urgent interim reparative measures.

As an organisation dedicated to advancing the realisation of the right to reparation in a survivor-centred manner and through a co-creation approach, GSF is committed to enhance access to reparation for survivors of CRSV in Ukraine and, to this aim, will work with survivors and the Ukrainian government on the design and implementation of an urgent interim reparative measures programme. 

Role Summary

The Project Manager will be part of GSF’s Ukrainian team ensuring the setup of a pilot project on urgent interim reparative measures in Ukraine for survivors of CRSV. This would include the establishment of a Reparations Fund and Registry of Victims, working with the victim’s identification committee, all in line with international best practices and GSF’s experience and expertise.

The Project Manager will report to the Country Representative in Ukraine and will collaborate with GSF’s Senior Advisor, Director of Programmes, and the Head of Country Advocacy and Technical Support, and other technical experts as needed.

 Position Responsibilities

  Project Management

  • Support the GSF team and project stakeholders in defining/updating project scope, objectives, and deliverables, and to develop a comprehensive project plan, including timelines, milestones, resource allocation, for the pilot project on urgent interim reparative measures for survivors of CRSV, etc.;

  • Ensure high quality implementation of the project and completion of project tasks within the planned schedule and budget, in close collaboration with the project implementation team, project stakeholders, with survivor engagement and technical support from the GSF team;

  • Ensure quality risk management over the project lifecycle by identifying potential risks and uncertainties that may impact project success and developing risk management strategies to mitigate potential issues or to adapt to unforeseen obstacles in ways that achieve project outcomes and goals;

  • Ensure effective communication and collaboration among project management team, project implementation team and stakeholders;

  • Maintain regular communication with project stakeholders to keep them informed of project status; address stakeholder concerns and ensure their satisfaction throughout the project lifecycle;

  • Work with and collaborate with the finance team and stakeholders to develop project budgets, monitor project expenses and ensure adherence to budgetary constraints, as well as implement cost-saving measures without compromising project quality;

  • Ensure the monitoring and evaluation of project, in collaboration with different national counterparts, GSF team and external contractors.

  • Support GSF communications team with relevant information about the pilot project in a timely manner;

 Reporting and other documentation

  • Create and maintain comprehensive project documentation, including project plans, progress reports, and meeting minutes and ensure it is organised and accessible to relevant stakeholders;
  • Ensure quality collection, compilation and management of data while respecting GSF data management and security guidelines and the different relevant protocols;
  • Ensure the timely preparation of quality financial and narrative reports on the project implementation, including donor reports, with reliable and quality data;
  • Contribute to the preparation of proposals, concept notes and other technical documents, as required.

 Project Operationalisation

  • Advocate to embed a survivor-centred and co-creation approach to all reparation efforts in Ukraine, including the GSF pilot project;

  • Develop and maintain technical partnerships and engage with civil society, including survivor networks, human rights NGOs, women’s organisations, and any other relevant civil society organisations;

  • Work closely with the Ukrainian authorities, including the different ministries and offices involved in the project, as well as with other relevant actors;

  • Contribute to GSF work on legal and policy advice on the development of relevant legislation and policies to set up a robust framework on reparations for victims of CRSV, in line with international best practices, including from GSF’s experience and expertise on the pilot project as well as on other interim reparative measures projects;

  • Coordinate with other international actors on technical level, including various parts of the UN system, on advancing urgent interim reparative measures and long-term reparation for CRSV victims;

  • Represent the organisation in technical fora, including but not limited to coordination meetings between implementing partners, clusters and various relevant working groups, coordinated closely with the Country Representative;

  • Contribute to the organisation of events, meetings and conferences related to the country programme;

  • Help to organise GSF visits to Ukraine, undertake missions to Ukraine’s neighbouring countries, trainings in Geneva and other relevant locations, other bi-lateral and multi- lateral meetings (online or in person) and high-level workshops as required;

  • Support the GSF team with other tasks as necessary.

 Position Requirements

  • Master’s degree in management, law, or similar degree;

  • Proven experience as a project officer/manager on social services or policies and/or other projects with the involvement of state stakeholders , with a successful track record of managing projects from initiation to completion;
  • Experience working on human rights, humanitarian law, conflict-related sexual violence, the right to reparation, transitional justice, and/or social policies for addressing gender and sexual based violence or gender discrimination, have an additional advantage

  • Strong interpersonal skills, with proven ability to communicate and establish positive working relationships with different types of people and institutions;

  • Strong commitment and understanding of gender approaches, women empowerment, and on participatory processes for addressing social issues;

  • Proficient in project management methodologies, tools, and best practices including budget planning and cost management, risk management and stakeholder relation management;

  • Ability to analyse data, make informed decisions, and solve problems effectively;

  • Understanding and endorsement of survivor-centred approaches, including a good understanding of international standards on this issue;

  • Experience with support and facilitation of multiple stakeholders’ activities and liaison with governmental and non-governmental stakeholders, including good networking, diplomatic, and planning skills;

  • Flexible and proven ability to adapt and respond to the changing environment;

  • Attention to detail;

  • Fluency in verbal and written Ukrainian and English essential.
