Job Title: MHPSS Specialist. Ukrainian nationals only.

Duty Station: The main duty station is Kharkiv, Ukraine, with frequent missions to other areas of intervention, according to needs, accessibility and security conditions. As the project requires additional regional and national offices in Ukraine, the main duty station may change accordingly.

Reporting Line:  The MHPSS Specialist reports to CESVI Program Coordinator in close collaboration with CESVI team

Key Responsibilities and Duties:

  • Oversee and provide MHPSS technical guidance on the implementation of CESVI’s Emergency response in Ukraine.
  • Work within the framework of the IASC guidelines for mental health and psychosocial support in emergency settings and Sphere standards as well as WHO recommendation for MHPSS Quality Standards. 
  • Review and create if needed program materials and tools (e.g. provide training materials, tools and training reports for review, and receive input on the development of materials etc.) 
  • Plan, manage and coordinate with the HoM implementation of the MHPSS activities in collaboration with the Protection Specialist.
  • Develop as per the needs Monitoring and evaluation tools, for the MHPSS program and activities and evaluate all project aspects, including proper identification of beneficiaries, according to CESVI’s standards and procedures, to recommend appropriate action for enhanced project implementation and monitoring. 
  • Support the development of referral pathways to strengthen links to available services for MHPSS.
  • Establish and maintain strong partnerships and liaisons with local authorities, local partners, International Organizations, and other actors linked to the implementation of the project. 
  • Expanded collaboration with relevant authorities and partners on MHPSS-related activities, and identification of new project possibilities.
  • Represent CESVI and Proactively engage in relevant cluster, sub-clusters and technical working group meetings, TWG in regional and nation level.
  • Supervise the MHPSS activities implemented by the local partners.
  • Support needs assessments and provide analyses of the MHPSS data.
  • Liaise with relevant national and local stakeholders to gather and document information for MHPSS program planning in coordination with project/program managers. 
  • Provide input for developing new project proposals and contribute to CESVI’s strategy in the country, in the sector of MHPSS. 
  • Under the direction of the Safeguarding/PSEA focal point, ensure the Implementation of Safeguarding policies –Adult at Risk/Child Safeguarding/PSEA.
  • Perform any other duties as may be assigned. 

Qualifications:

  • University degree in psychology or psychiatry. Master degree is highly desirable and will receive priority.
  • Minimum 3 years of clinical experience and minimum 1 year in management and programming.
  • Proven experience with International NGOs, the humanitarian field or volunteering within the MHPSS sphere.

Skills and Competences:

  • Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources.
  • Bilingual in Ukrainian and Russian required, and good verbal and writing skills in English very desirable.
