DAI is seeking highly qualified candidates to occupy LTTA Local Business Integrity Advisor position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

Project Background

The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:

  • Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence.
  • Strengthen anti-corruption compliance and control in local governance.
  • Advance transparency and accountability in resilience, recovery, and reconstruction efforts.

 The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government development strategy.

 Position Description

The Local Business Integrity Advisor will promote local government integrity contributing to the design and delivery of activities under the Local Integrity Improvement Plan as it relates to business integrity promotion.  S/he will work with the private sector, local business associations, local government and regional representatives of the central government bodies to establish transparent practices for business engagement on local level.  The Local Business Integrity Advisor will also coordinate its approaches across components ensuring that business integrity approaches are aligned with the national level initiatives under Objective 1 (promoting business integrity reforms) and Objective 3 (ensuring  transparent engagement of businesses in recovery).   

 Key Duties & Responsibilities

  • Conduct comprehensive assessments of local business practices to identify potential risks and areas for improvement in integrity and compliance.
  • Analyze local regulatory framework related to business integrity and recommend necessary adjustments to align with best practices.
  • Work with private sector leaders, business associations, and companies to engage them in development of the transparent practices for engagement with local government.
  • Develop and implement integrity and compliance programs tailored to the specific needs of local businesses.
  • Design and deliver training programs for local businesses, government officials, and other stakeholders on topics related to business integrity, anti-corruption, and corporate governance.
  • Facilitate dialogue and cooperation among stakeholders to promote a culture of integrity and transparency in the local business community.
  • Provide technical oversight of the performance of the project grantees, sub-contractors, and consultants to ensure timely and quality implementation of the activities in line with project objectives and standards.
  • Contribute to developing project deliverables and reports including but not limited to project work plan, performance reports, project fact sheets, success stories and other deliverables and reports when required.
  • Other responsibilities as assigned by the project leadership.

 Qualifications

  • A master’s degree, preferably in a relevant field of study, such as business administration, law, public administration, or public policy, is required.
  • A minimum of five (8) years of relevant professional experience, including in such fields as business administration, local government, private sector operations, public administration, or similar areas.
  • Familiarity with business operations regulatory framework in Ukraine and experience in regulatory analysis and drafting.
  • Experience working with local government, private sector actors and business associations.
  • Familiarity with and experience working on or in collaboration with USAID- or other international donor-funded development activities in Ukraine preferred.
  • Strong analytical and interpersonal communication skills, and an ability to work effectively within a diverse, multicultural team of staff, partners, and stakeholders.
  • Proficiency with MS Office applications, such as Outlook, Excel, PowerPoint, and Word.
  • Fluency in Ukrainian with excellent oral and written communication skills required; professional proficiency reading, writing, and speaking English preferred.
