DAI is seeking highly qualified candidates to occupy STTA position of Local Consultant on Tax Reform position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.
Project Background
The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:
- Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence.
- Strengthen anti-corruption compliance and control in local governance;
- Advance transparency and accountability in resilience, recovery, and reconstruction efforts.
The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.
Position Description
The Local Consultant on Tax Reform will be responsible for supporting the development and implementation of legislative reforms related to tax service in Ukraine. The Consultant will play a key role in ensuring that the PI team is informed of major developments, analyzing various policy positions, and contributing to the formulation of policy proposals aimed at enhancing the integrity and efficiency of the tax system.
Key Duties & Responsibilities
- Provide expert analysis on existing tax legislation and policies, identifying gaps and areas for improvement.
- Conduct thorough analysis of different policy positions and proposals related to tax reform, as well as during development of new State Anti-Corruption Program.
- Support the development of comprehensive policy proposals that reflect the interests of various stakeholders and align with Ukraine’s broader reform agenda.
- Prepare detailed reports and actionable recommendations for policy improvements, ensuring they are well-founded and practical.
- Collaborate with the Objective 1 Team Lead, EUACI and NACP on developing analytical work for State Anticorruption Program development.
- Work in the area of corruption risks analysis along with NACP. Determining and describing potential areas of work of the tax service to identify corruption risks.
- Actively engage in various working groups, public discussions and closed hearings on tax reform, ensuring that the agreed position of Pro-Integrity is presented and Pro-Integrity team is aware of the ongoing policy dialogue
- Coordinate closely with the PI Objective 1 Team Lead and donors to ensure consistent messaging and alignment of positions.
Qualifications
- A bachelor’s degree, preferably in a relevant field of study, such as law, tax, public administration, or public policy, is required.
- A minimum of seven (7) years of relevant professional experience, including in such fields as public administration, tax or similar areas.
- Familiarity with work of tax service of Ukraine, understanding of challenges and different positions of stakeholders.
- Strong analytical and interpersonal communication skills.
- Experience in legal drafting is preferred.
- Fluency in Ukrainian with excellent oral and written communication skills required; professional proficiency reading, writing, and speaking English preferred.
