DAI is seeking highly qualified candidates to occupy STTA position of International Consultant on Customs Reform position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.
Project Background
The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:
- Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence.
- Strengthen anti-corruption compliance and control in local governance;
- Advance transparency and accountability in resilience, recovery, and reconstruction efforts.
The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.
- Position Description
The International Consultant on Customs Reform will be working closely with Pro-Integrity team and Local Consultant on Customs Reform and provide policy analysis and recommendations on the ongoing customs reform in Ukraine.
- KEy Duties & Responsibilities
- Provide expert analysis on existing customs legislation and policies, identifying gaps and areas for improvement.
- Conduct thorough analysis of different policy positions and proposals related to customs reform.
- Prepare detailed reports and actionable recommendations for policy improvements, ensuring they are well-founded and practical.
- Collaborate with the Objective 1 Team Lead and Local Expert on development of the joint policy recommendations based on best international practices
- KEy DEliverables
- Comprehensive analysis of the proposed customs reform legislation and regulations
- Draft amendments and/or technical input to customs reform legislation and regulations
- Progress reports and a final report with recommendations
- Qualifications
- A masters’s degree, preferably in a relevant field of study, such as law, public administration, or public policy, is required.
- A minimum of seven (7) years of relevant professional experience, including in such fields as public administration, customs or similar areas.
- Familiarity with work of customs service of Ukraine, understanding of challenges and different positions of stakeholders.
- Strong analytical and interpersonal communication skills.
- Experience in legal drafting is preferred.
- Fluency in Ukrainian with excellent oral and written communication skills required; professional proficiency reading, writing, and speaking English preferred.
