Annex 2 – TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF: International MHPSS Veteran and Family Support Consultant

  1. Duty Station of the Consultancy: Home-based (with travel to Ukraine, 26 days in Ukraine)
  2. Duration of Consultancy: 5 months, with possibility of extension subject to availability of funds and satisfactory job performance.
  3. Nature of the consultancy: Category B

Under the overall supervision of the Chief of Mission and the IOM Ukraine Senior Programme Officer (MHPSS) with the direct supervision of the Programme Support Officer (MHPSS), the Consultant is expected to assess MHPSS services available to veterans and their families and subsequently develop and deliver contextualized programmatic guidance and training on practical psychosocial support approaches to aid veterans and their family members.

  1. Project Context and Scope: IOM Ukraine operates a range of Mental Health and Psychosocial Support (MHPSS) activities through its wide scale community-based MHPSS programme that aids the affected population, including veterans and their family members.
  2. Organizational Department / Unit to which the Consultant is contributing:

Response, Recovery, Resilience (3R), Mental Health and Psychosocial Support (MHPSS) Unit

  1. Category B Consultants: Tangible and measurable outputs of the work assignment

The consultant will have the following duties and responsibilities:

  1. Conduct an IOM internal review of current MHPSS services for veterans and their family members, including meetings with staff and stakeholders (3 weeks/5 working days).
  2. Develop programmatic training and guide for MHPSS service providers working with veterans and their family members focused on strategies for equine-assisted support and peer support. Must include training guide on healthy family relationships, positive communication, setting boundaries, and managing daily life challenges (2 months in total: 15 working days homebased and up to 15 working days in country).
  3. Deliver 3 trainings on equine-assisted support (as described). Two trainings are for IOM MHPSS staff, one training is for Ukrainian mental health professionals (12 working days, 15 days in country).
  4. Finalize the programmatic training package and guide for MHPSS service providers on equine-assisted support for veterans and their families (5 working days).
  5. Deliver final version of the training package and guidance based on feedback comments received by IOM (2 working days).
  6. Performance indicators for the evaluation of results
  • All training and guidance tools are delivered.
  • All training sessions are completed.
  • All final deliverables are submitted electronically to IOM.
  • The assignment must be completed as per a mutually agreed date.
  • Regular update of status of the work to IOM project team/assigned focal person.
  1. Education, Experience and/or skills required
  • Advanced Degree in Psychology, Social Work, or any other related Social Science field.
  • Minimum 5 years of professional experience, with at least 2 years working on development of trainings, delivery of trainings in MHPSS and programme development and evaluation.
  • Expertise in equine-assisted psychosocial support and services.
  • Expertise in working with veterans and veteran families. Proven experience in developing community-based psychosocial support programming for veterans.
  • Expertise in peer support programming and training required.
  • Fluency in English is required. Ukrainian language skills are an advantage.
  • Previous experience in working in the UN system is an asset.
  • Strong organizational and time management skills.
  • Ability to work in a multi-cultural environment and respect diversity.
  • Teamwork oriented but with a capacity to work independently.
  • Excellent writing, analysis and data collection skills.
