Молодший спеціаліст з питань фінансового аналізу/ Junior Finance Analyst

Deloitte is seeking a qualified candidate to serve as a Junior Finance Analyst in support of the USAID/ Ukaid Health Reform Support (HRS). The position is full-time and will be based in Kyiv, Ukraine.

Project Background and Summary:

The purpose of the USAID/UKAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability and responsiveness of the health care system.
  5. Improve service delivery system at all levels.

Objective:

Under the overall guidance and the supervision of the HRS Objective 2 ‘Support the transformation of the healthcare financing model’ (Health Finance team) the Junior Finance Analyst will be responsible for activities related to health financing issues, including providing support to the national stakeholders, providing and reviewing technical documents on new financing approaches, providing financial estimations etc.

Tasks:

  • Contribute to the development of costing instruments/tools and relevant supporting materials;
  • Prepare presentation materials based on the developed materials;
  • Contribute to the development of technical documents (reports, guidelines, analytical notes, training materials, etc.);
  • Contribute to the development of training materials for events, workshops, and other capacity-building activities;
  • Support HRS activities related to the introduction of new funding mechanisms, the Program of Medical Guarantees, and other budget programs;
  • Provide support to follow-up activities after the training events;
  • Perform any other tasks assigned by the supervisor.

Qualification requirements:

  • Master’s degree in Economics, Finance, Public Health Economics, applied finance, statistics, or another related quantitative field of analyses;
  • One (1) or more years of work experience in the relevant field required;
  • Understanding of Ukraine’s health system and reform concepts will be preferred;
  • Strong communication and negotiation skills;
  • Ability to work in a team;
  • Excellent planning and time management skills;
  • Exceptional communication and interpersonal skills;
  • Keen attention to detail and an aptitude for problem-solving;
  • High degree of proficiency with Microsoft Office Suite (Excel, Word, Outlook, PowerPoint, etc).
  • Spoken and written language proficiency in Ukrainian required.
  • English proficiency will be an asset.
