Deloitte is seeking a qualified candidate to serve as Health Data Associate in support of the USAID Health Reform Support (HRS) project. The position is full-time and will be based in Kyiv, Ukraine.
Project Background and Summary:
The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
The Ministry of Health of Ukraine has been working on the development of the Hospital Districts in order to plan capable hospital network to provide quality and more efficient health services since 2017. Moreover, in April 2020 the second phase of the health reform was launched, and specialized healthcare facilities started receiving funds from the National Health Service of Ukraine. HRS supports MOH, NHSU and Oblast Hospital Councils in building capable hospital network by providing technical assistance to regions for hospital network modelling and for developing their mid-term hospital district development plans.
Objective
Health Data Associate will support the HRS team and external consultants in hospital sector planning activities through health data collection, verification, visualization, analysis and interpretation. She/He will provide technical assistance in the development of data analysis visualization in Excel, Tableau and/or other software; creating analytical reports, e-tools, and presentations.
Responsibilities
- Support the HRS Project team in implementing activities related to the Hospital sector strategic plan in hospital network planning.
- Overview the international experience on healthcare systems, services, or other health-related matters to identify needs for system improvement as well as methods and resources to accomplish.
- Support supervisor and the team in the design, structure, retrieval, presentation, storage, exchange, and use of data and information, including but not limited to:
- Provide support to the team for full-cycle data utilization: data exploring, data verification and cleaning, databases management and data analysis.
- Search and compile data from various sources and convert it to an acceptable format for further analysis and other technical use.
- Conduct health care data collection, aggregation, and verification at a regional and national level.
- Develop, update, conduct and maintain applications and tools in Excel, QGIS or other software’s needed for data collection, verification and analysis within Hospital District Planning activity.
- Develop analytic codes for merging and analyzing health data for statistical analyses.
- Conduct data quality checks to identify potential data quality issues.
- Create and maintain databases, instruct users, and develops manuals of procedures to be implemented at data collection sites and data analysis site.
- Support the development of database including health sector indicators such as the capacity of HCFs, analyses of patient pathways, service needs, health workforce, service utilization, etc.
- Summarize findings in tables, figures and maps and communicates information.
- Prepare data/information and project results visualization by developing dashboards in Tableau, Microsoft Power BI and other data visualization software.
- Support the development of the online dashboard and interactive maps.
- Visualize data, create presentations on demand.
- Prepare analytical notes, program reports and other substantial documents relevant to Project SOW activities for internal and stakeholders use.
- Support the planning and implementation of project activities and data collection.
- Support the illustrating of the project activities progress and impact.
- Provide information, analytical, and administrative program support (including organization and coordination of work meetings, training sessions/site visits to the regions, logistic support) in the area of hospital district planning.
- Perform other functions as directed by the supervisor and/or Chief of Party.
Minimum Qualifications
- Master’s degree in Social Sciences, Statistics, Public Health or another related field
- At least one (1) year of experience in data collection, analysis, and interpretation with the demonstrated strong analytical and technical skills
- Previous proven experience working with epidemiological, clinical, and demographic data will be an asset
- Understanding of the basic statistics and hospital data, including hospital services utilization indicators will be an asset
- Understanding of Ukrainian health care system and the concept of reform of secondary (specialized) healthcare level will be an asset
- Analytical skills and critical thinking for searching, processing, using data and representing post analyzing results.
- Proficiency with MS Office Suite (Word, Excel, PowerPoint, etc.). Knowledge and the ability to work with IT solutions for data analysis and visualization will be an asset.
- Excellent writing and communication skills in Ukrainian and English.
- Strong organizational skills and ability to multitask and prioritize as part of a fast-moving team preferred.
- Strong self-discipline.
- Ability to work independently and in teamwork delivering a high-quality product, meet deadlines, attention to detail, and prioritize competing responsibilities.
