We are looking for a Monitoring and Evaluation (M&E) specialist to join our team.

ICF «Ukrainian Foundation for Public Health» and the international organization HealthRight International (Right to Health) announce a competition for the position of

Monitoring and evaluation specialist (M&E)

Information about the customer: ICF «Ukrainian Foundation for Public Health» (UFPH) is a charitable foundation established by HealthRight International (Right to Health) to build local capacity and support Ukrainian initiatives aimed at providing life-saving assistance to the most vulnerable women, children and youth. In Ukraine, the organizations have been working since 2005 and implementing models aimed at preventing social orphanhood, gender-based violence, and HIV and AIDS; promoting the development of local communities by increasing the capacity of NGOs and local governments to improve the range, access, and quality of social, psychological and rehabilitation services. Currently, both organizations employ 640 people, including 60 key staff.

Term of service provision: April 2023 — April 2024, with a possibility of extension.
Geography: Ukraine.
Location: 45/2 Chykalenko St., office 30, Kyiv, Ukraine.
Employment: full-time.

MAIN RESPONSIBILITIES:

  • ensuring the implementation of monitoring and evaluation systems for the Foundation’s projects;
  • Ensure the implementation of data collection tools;
  • conducting weekly data collection and providing information to the Chief M&E Officer/management;
  • organizing and conducting surveys of clients and specialists within the project;
  • maintain an electronic database of service users;
  • timely updating information in the database on service users and services provided;
  • monitoring of primary reporting documentation;
  • participation in the development, implementation, and support of the organization’s program monitoring system;
  • participation in the development, maintenance, and improvement of reporting and statistical documentation on monitoring and evaluation;
  • participate in the elaboration of a development plan related to the M&E capacity of the Foundation’s projects and any computer support that may be required;
  • participate in sessions on the Dharma reporting system for HQ;
  • entering data into the Dharma platform for projects;
  • ensure organized storage of reports in a designated location;
  • participation in the development and implementation of visualization of project results;
  • operational tasks from the Chief M&E Officer/management, such as participation in the preparation of quarterly reports, data quality checks, etc.;
  • filling in and submitting the necessary reporting forms in Ukrainian and English and mapping services within the framework of clusters and working groups involving representatives of HealthRight International and the International Charitable Foundation «Ukrainian Foundation for Public Health», in particular MPHSS TWG, 5w Protection Cluster.

REQUIREMENTS FOR CANDIDATES:

  • higher education in social sciences, statistics, demography, public policy, international development, economics, or related fields;
  • experience in monitoring and evaluation and/or program monitoring (experience in using database packages, experience in using data processing and analysis);
  • knowledge of basic evaluation methodologies (e.g., qualitative, quantitative, mixed-methods, and impact), as well as data collection and analysis methodologies;
  • proficiency in basic computer office software packages;
  • high level of proficiency in Excel;
  • high level of analytical skills, complemented by the ability to process and analyze large volumes of information with a focus on detail and accuracy;
  • excellent command of Ukrainian and a high level of English (both written and spoken);
  • familiarity with some of the essential issues addressed by the Foundation’s projects, such as child protection, psychosocial work with adolescents (youth), prevention of abandonment, counteraction, and prevention of gender-based violence, emergency psychological support (etc.) is an advantage;
  • an advanced certificate in M&E, statistics, or economics is an advantage;
  • experience working in non-governmental organizations/charitable foundations is an advantage;
  • knowledge of impact evaluation is an advantage.
