Monitoring, Evaluation, and Learning Assistant
Background
The USAID Harvest Activity enables supported male and female grain and oilseed farmers, including marginalized and underserved groups, to return production and income for target commodities to at least pre-war levels while improving production efficiency and profitability and position farmers to market their crops more successfully and profitably in the wartime context.
Position description
The Monitoring, Evaluation, and Learning (MEL) Assistant will support the project’s MEL efforts across all technical areas of the Activity. Under the guidance and direct supervision of the Senior MEL Manager, the MEL Assistant will support the MEL team to ensure monitoring and evaluation procedures are done in compliance with the Activity’s approved MEL plan and USAID standards and regulations. The MEL Assistant will work closely with MEL Specialist, Learning Specialist, and Harvest technical staff to support data collection, storage, and analysis, ensuring that results of project activities are captured accurately and in a timely manner.
Responsibilities
- Assist the Senior MEL Manager and MEL Team in implementing the Activity MEL plan;
- Support accurate and timely data collection for performed project activities, following established MEL procedures and ensure common understanding among teams on data collection expectations;
- Conduct primary data cleaning and verification to ensure the quality of data collection;
- Efficiently enter and maintain project data in the Airtable database, as well as in DevResults (as needed);
- Support the development of data collection tools necessary for capturing and reporting on project indicator data; Participate in developing, with input from technical staff, appropriate measurable indicators, progress milestones and methods for data collection for Harvest’s project interventions;
- In cooperation with the Senior MEL Manager, MEL and Learning specialists provide technical MEL assistance to grantees and subcontractors during activity development and implementation;
- Assist in tracking activities and results per activity, working in collaboration with Harvest’s technical staff;
- Assist with high-quality, timely, and complete submission of work plans and technical and performance reports;
- Participate in data quality assurance activities to ensure that the data meets USAID quality standards that include validity, reliability, timeliness, precision, and integrity;
- Assist the Senior MEL Manager and MEL and Learning specialists in building the capacity of staff in data collection and data quality assurance methods and other aspects of data management;
- Support in the identification and implementation of key learning activities that may be deemed necessary for Harvest;
- Conduct periodic site visits and attend Harvest-supported events and activities to collect data for monitoring and evaluation, and document site visits in the database and through photographs, focus group discussions, observations, stakeholder meetings, etc;
- Support MEL team to respond to ad-hoc requests from USAID to provide MEL data in a timely manner;
- Collaborate with the wider MEL Team, the Communications Team, and the Gender Equality and Social Inclusion (GESI) Team to conduct ongoing monitoring and analysis, ensuring program data is sufficiently disaggregated (e.g., by sex, age, location, underrepresented groups, target crops, land plot size) for the purpose of reporting program progress against indicators.

Qualifications
- A bachelor’s degree in economics, International Development, Social Sciences, Statistics or related field from any recognized university required; master’s degree preferred;
- One (1) year of experience with monitoring and evaluation or data collection functions preferred; experience in Ukraine required; experience in the agricultural sector is an advantage;
- Strong computer literacy with demonstrated use of word processing, database and data analysis software (at a minimum, the standard applications in MS Office); experience with data collection tools (e.g. KoBoToolbox, SurveyCTO) preferred;
- Knowledge of information management systems desired;
- Demonstrated ability and willingness to learn;
- Ability to navigate culturally sensitive terrain and maintain constructive and collaborative relationships with a diverse group of stakeholders;
- Prior experience of international donor-funded programs, especially USAID-funded projects or programs, preferred;
- Ability to meet tight deadlines and prioritize effectively;
- Fluency in Ukrainian and proficiency in English languages required.

This position is based in Kyiv, Ukraine.
