The Financial Sector Reform Activity (FSR) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, wellfunctioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.
FSR will be implemented through four interlinked components:
• COMPONENT 1: Market Regulation and Supervision
• COMPONENT 2: Financial Infrastructure
• COMPONENT 3: Private Sector Intermediaries and Facilitators
• COMPONENT 4: Transparency and Communications
The FSR project is looking for candidates to fill the Monitoring, Evaluation and Learning Manager position.
Responsibilities:
The MEL Manager will design and implement the program’s monitoring, evaluation and learning strategy, systems, and procedures, including the collection and analysis of monitoring data. The MEL Manager will participate in the development of overall activity strategy and approaches within the context of FSR objectives.
Other tasks include:
– Facilitate development and implementation of the project MEL system, including but not limited to:
– In cooperation with COP, DCOP, and DAI HO support, develop and revise project monitoring, evaluation, and learning plan (AMELP).
– Develop data collection tools (forms, surveys, etc.).
– Conduct primary and secondary data collection as needed.
– Support and advise colleagues on activity-level and project-wide MEL efforts, ensuring quality and consistency.
– Conduct data quality assurance activities, including spot-checks, data quality assessments (DQAs), etc.
– Set up and manage the MEL systems to collect, store, manage, analyze, and report MEL data.
– Conduct and/or supervise regular and ad-hoc data analyses and develop reports for USAID and/or project management.
– Help in the identification, analysis, and synthesis of lessons learned from program implementation with the COP, DCOP, and Component Leads;
facilitate the incorporation of those lessons into the activity cycle.
– Contribute to the design, contracting (as necessary) and implementation of monitoring surveys and research.
– Train other staff, partners and grantees when required, on key MEL concepts, tools, and processes.
– Perform other related duties as required.
Required Qualifications:
• Master’s degree in social science, international development, or a relevant field.
• 7 + years of experience designing, monitoring, and evaluating international programs, and/or conducting applied research on local governance
systems including rigorous surveys, studies, and analyses.
• Knowledge of and/or experience with USAID results frameworks, M&E plans, and program evaluation including collaboration and learning.
• Demonstrated experience designing and conducting data quality assessments and data audits.
• Experience conducting knowledge management and dissemination activities on similar programs.
• Fluency in English and Ukrainian.
This position will report to the Strategic Communications Director and coordinate his/her activities with Chief of Party.
