International Development Group LLC (IDG) is a US based international development consulting firm that assists donors, governments, and the private sector to achieve sustainable, broad-based economic development and poverty reduction. International Development Group LLC is seeking qualified candidates for the role of Monitoring, Evaluation and Learning Specialist for an upcoming 5-year USAID Ukraine Revenue and Expenditure Governance Reforms Operationalized (RevGRO) activity that is expected to be launch in October 2024. 

The purpose of the RevGRO activity is to promote fiscal resilience, transparency, and accountability by enhancing state revenue generation and financial management. The Activity will achieve this overarching aim by advancing three core objectives: (1) Increase national revenue mobilization through support to tax and customs policy, administration, and institutional reforms; (2) Strengthen public investment management, expenditure management, and audits in line with international standards; and (3) Enhance civic oversight and private sector engagement in fiscal policy.

This position is full-time based in Kyiv. The actual period of performance of the position will be determined when the project is awarded by USAID.

Principal Duties and Responsibilities:

Monitoring, Evaluation and Learning Specialis will be responsible for, but not limited to, the following tasks: 

  • Support project-level monitoring of activities through the maintenance of internal electronic and paper-based recording systems and providing necessary data for program reports and deliverables.
  • Review, update and maintain program data collection tools, both electronic and paper-based.
  • Facilitate data collection, collation and timely reporting by the Project’s partners and staff.
  • Aggregate and analyze Project partners reports. Support Project partners in developing and maintaining internal data collection tools and procedures.  
  • Conduct data analysis for internal and external reporting.
  • Prepare analytical materials to inform programming.
  • Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
  • Perform other duties, as assigned.

Qualifications:

  • Bachelor’s degree in a relevant field such as accounting, finance, economics, public administration, business administration, public policy and management, social sciences, audit, or a related field. Advanced degrees preferred.
  • At least 2 years’ experience in project monitoring and evaluation.
  • Excellent analytical skills.
  • Excellent skills in computing, word processing, work with tables and graphs/diagrams, presentations, etc.
  • Proficiency in English and Ukrainian

Preferred qualifications

  • Work experience with an international organization, USAID in particular.
  • Good inter-personal skills and ability to work collaboratively on a wide range of issues.
  • Pro-active, intuitive, fast thinking and able to work with minimal supervision.
  • Excellent organizational skills and ability to manage a complex workload and deadlines.
